Overview
GCIO is seeking a candidate for the position of Program Manager to support the Department of Veterans Affairs. The Program Manager will be a hands-on sub-portfolio leader who will be responsible for day-to-day oversight of multiple projects as well as participation in the development and implementation of the overall Health Portfolio strategy.

The Program Manager will be responsible for client interactions and ensuring that assigned projects supporting emerging VA and VIP-related requirements. In this capacity, coaching and mentoring in all related requirements is important, so communications and approach are important. The environment is dynamic and client needs are often evolving; flexibility and forward-thinking views are important for success.

Responsibilities

The Program Manager will:
Take vague requirements and requests and deliver robust products, recommendations, and/or solutions
Utilize expertise in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices
Strong understanding of VIP requirements, including recurring reporting tasks emerging ad-hoc data calls
Program control, including development of controls used to manage performance, including cost, schedule, and staff management as wells as the WBS elements to report out status, progress and accomplishments
Utilize the ability to extrapolate and communicate a client’s main challenges and pain points and the ability to craft strong solutions and make recommendations
Deliver systems/tools/solutions in production, while transitioning to better technology solutions
Ability to manage a portfolio of projects
Identify and mitigate risks associated with a large number of projects
Experience budgeting and managing cost for a client
Experience monitoring schedule and performance for a number of large projects
Qualifications
Education Requirements: Master’s Degree or Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline (10 years can be substituted for Master’s or Bachelor’s Degree)
Years of Experienced Required: 15+

Experience working and managing large teams in remote environments
Strong analytical and investigation skills crafting solutions to challenging problems or issues
Demonstrated and current experience managing programs with complex data processing requirements
Must be able to multi-task to serve as both manager and participant in projects
Must have experience with diverse IT projects both large and small
Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations
VA experience is required, specifically managing the VIP process and requirements at a detailed level
VA Health experience is preferred
