THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a INTERNATIONAL PARTNERSHIP SPECIALIST (TITLE 32), Position Description Number D2089000 and is part of the FL JFHQ, National Guard.
AS a, INTERNATIONAL PARTNERSHIP SPECIALIST, GS-0301-12, you wil research, develop, write, plan and present the campaign plan between the state and partner country based on guidance from the Chief of Mission (CoM), Geographic Combatant Command Commander (COCOM CDR), National Guard Bureau (NGB), and The Adjutant General (TAG). Ensure all actions taken are within the framework, support of, and in concert with international agreements on a distinctive partnership. Coordinate and obtain approval through The TAG, to NGB, COCOM, and where warranted to the Interagency Working Group at Secretary of Defense/Secretary of State level. Develops, coordinates, and obtains approval for the SPP plan based on requests from United States (U.S.) Ambassador to partner country, partner country's Ministry of Defense, Ministry of Interior, and COCOM Commander. Research, analyze, develop and write the budget for every fiscal year of administration that directly support year one of the campaign plan, which allows NGB to fiscally plan for years two through five of the plan.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

INTRODUCTION: The purpose of this position is to plan, coordinate, and execute the State Partnership Program (SPP) activity initiative between the National Guard of a state and the partner nation or country.
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
TEMPORARY PROMOTION - For Title 32 selectees only : This is an indefinite position dependent upon funding. T32 employees will be placed on a temporary promotion and will retain their permanent status . This position may be converted to permanent without further competition if funding is available.
INDEFINITE APPOINTMENT -Current Title 5 selectees and State National Guard Members (Not Current Onboard T32 Technician) This is an indefinite position dependent on funding, selectee will receive an indefinite appointment (Tenure 3). The incumbent may be terminated at any time within this period upon a 30-day notice and will have no reemployment rights to any other position and may be separated . This position may be converted to permanent, without further competition if funding becomes available.

GENERAL EXPERIENCE: Must have experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-12- Must have at least 36 months of experience, education or training in program or managerial experience in State or International partnerships, strategic operations, training and readiness missions-or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out such specialized programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
