Job Description

ATS is seeking an emergency management professional for a Program Manager position within the Federal Emergency Management Agency (FEMA) Qualifications System (FQS). The ideal candidate will have a minimum of five years managing large scale program initiatives from initial phase-in through project close outs. Additional experience in implementing training programs, curriculum design/development, and professional development with Federal, State and Local levels is required. Direct, proven experience with processes in preparedness and operational response environments in complex settings is desired. Must have understanding of FEMA’s response and recovery mission and programs. Candidate will be responsible for drafting, developing, and editing policy and planning and training documents, leading stakeholder engagement activities, and providing emergency management expertise to FEMA clients in support of the FQS, National Preparedness Systems(NPS) and National Qualification Systems (NQS). Desired candidate will apply technical knowledge and expertise to analyze and develop procedures and draft documents and update training curriculum in consideration of response and recovery operations to man-made and natural disasters.

Minimum Requirements

Preferred candidates will have the following:

  • Experience working with FEMA’s knowledge learning systems and curriculum
  • Prior experience supporting FEMA in development of operational plans and policies
  • Experience working directly with state, local, or tribal emergency management offices and/or agencies implementing National Incident Management System (NIMS)
  • Proven programmatic experience on large scale contracts
  • Project Management Professional (PMP) certified * Masters degree in political science, public policy, social sciences, journalism, homeland security, emergency management, or other relevant field; Certified Emergency Management (CEM) designation preferred.
  • 10+ years’ experience in the field of emergency management leading development of operational plans and policies, curriculum, creating job aids, program evaluations and designing strategic plans for federal government clients, including alternative scenario development.
  • Demonstrated experience and understanding of the FQS, NIMS, NPS, and NQS to provide clients with expertise on emergency management issues to frame solutions and deliverables that meet client requirements.
  • Experience designing and implementing stakeholder engagement strategies with Government clients, executive leadership, staff support, and internal and external stakeholders
  • Programmatic oversight of the generation analytical assessments, policies, reports, memoranda, and presentations tailored to provide concise, clear, and easily-consumable information for senior public and private sector clients; maintain a consistent, high quality writing style across all written products
  • Provide quality assurance and quality control of products, including by ensuring the content delivered to clients is accurate and tailored to the client's context
