Essential Duties and Responsibilities
Demonstrate and direct a solid commitment to all aspects of safety.
Provide supervision and direction for the safe and productive performance of a skilled workforce; including oversight of contractor and company employees to achieve performance objectives and meet safety requirements.
Develop and provide operational reports related to compliance and internal controls of vegetation management work using Microsoft Office Products such as Excel, TOAD Data Point and QlikView Reports.
Serve as the business unit’s Distribution Compliance Champion by being a subject matter expert and coach for relevant Federal, State, Local and Municipality standard and compliance related issues.
Work with other Company Compliance Champions, Compliance Specialists, and FirstEnergy’s Regulatory Reporting group as required.
Responsible for assisting and advising staff and management in meeting applicable Federal, State, Local and/or Municipality Standards and acting as liaison with FirstEnergy’s Compliance, External Affairs and Legal Departments as needed.
Monitor, assign and coordinate business unit compliance reliability actions tracked in company Compliance databases, reporting tools and perform data submittals.
Ensure system-wide work practices are followed in accordance with all related specifications, policies, and procedures of the vegetation management program. Including a clear understanding and implementing work standards in accordance with Federal, State, Local and Municipality standards.
Identify and implement continuous improvement opportunities and compliance concerns for resolution.
Review the execution of the annual vegetation management work plan and all associated documentation.
Support the implementation of the Distribution Vegetation Management Program and ensuring all required documentation is completed to meet mandatory requirements.
Complete technical writing, review and edit procedures, processes and documents used in vegetation management and communicate information to staff.
Prepare written responses for legal hearings, testimonies, litigation, and public utility commission offices.
Maintain document control and distribution working with Communications Department and other business units.
Lead and maintain organization of SharePoint content and information.
Perform audits, reviews and monitor access controls and training requirements for employees and contractors.
Support storm restoration activities as required including 24-hour on-call availability.
Attend meetings as necessary for the development, communication, training, and implementation of compliance procedures and processes, including Compliance Champion Meetings, Staff calls, Contractor calls, training preparations, etc.
Assist with vegetation management initiatives and activities related to operations, technology and contract strategies.
This position requires regular intercompany travel and occasional overnight stays.
An Associates or Bachelor’s degree in Forestry Science or related discipline (agriculture, environmental, business or law) along with 6 years of utility vegetation or right-of-way management experience is required OR HS Diploma with 10 years of utility vegetation or right of way management experience.
Work experience in compliance, legal research, review of regulation and legislation desired.
Must be an ISA Certified Arborist/Utility Specialist preferred or obtain certification within the first six months of holding the position.
Must hold a State pesticide license or obtain one within the first six months of holding the position.
Must have 6 years or more of field experience in utility forestry operations.
Strong background in urban forestry, plant identification, hazard tree evaluation, pesticide applications and communication skills.
Excellent ability to communicate and present himself/herself in a professional manner.
Excellent verbal and written communication skills.
Excellent public speaking and presentation skills.
Strong Interpersonal skills to gain cooperation with internal and external customers.
Be able to effectively handle conflict and testify in legal matters.
Previous legal and compliance experience.
Excellent note taking and organizational skills.
Technical writing skills and experience a plus.
Understanding of National Electrical Safety Code.
Understanding of the American National Standards Institute – ANSI Z133.1 – Arboricultural Operations – Safety Requirements.
Understanding of the American National Standards Institute – ANSI A300 - Part 1 Pruning, Part 7 Integrated Vegetation Management (IVM) and IVM Companion publication and Field Guide to Closed Chain of Custody for Herbicides in the Utility Vegetation Management Industry Best Practices.
Understanding of the OSHA Safety Standard 29 CFR Part 1910.269 as it applies to all tree pruning and removal personnel who may work near electrical conductors.
Understanding of the Institute of Electrical and Electronics Engineers (IEEE) Standard 516-2009.
Understanding of distribution and transmission overhead and underground construction methods, maintenance practices, overhead and underground construction standards, rates, procedures and service practices.
Ability to understand and apply knowledge of Federal, State, Local and Municipality regulatory requirements.
Full proficiency with PC software applications which include Microsoft Office Outlook, Excel, Word, PowerPoint, OneNote, SharePoint and Skype. Microsoft Access a plus.
Understanding of overhead and underground construction methods, maintenance practices, overhead and underground construction standards, rates, procedures and service practices.
Proficiency of SAP, GIS View, CREWS, VGMS, QlikView and Power On computer systems a plus.
Demonstrated ability to meet deadlines.
Must be self-motivated and able to multi-task with competing priorities, provide both internal and external quality customer service and demonstrate effective oral and written communication skills.
Possess leadership qualities that allow one to provide effective guidance to others, coach others in effective decision making and facilitate meetings.
Understand the Company’s Accident Prevention Handbook and possess the ability to work safely.
Must have ability to operate an ATV and perform Aerial Patrols via a helicopter or fixed wing aircraft.
Must have a personal vehicle to commute to various facilities and locations as required, possessing a valid driver’s license.
Possess the physical ability to perform field surveys and inspections in all weather conditions.
Ability to build relationships and credibility, and provide staff support to management and higher levels of professionals, as needed.
Demonstrated understanding of vegetation management compliance, policies, and procedures in addition to the willingness to teach, explain, and implement with others.
