Serve as the Special Operations Advisor to the JPEO-CBD and Deputy JPEO-CBD, as well as the Principal Logistics Acquisition Manager and operative lead for JPEO-CBD’s embedded Special Acquisition Support Cell.
Serve as the on-site logistics related, intra-agency liaison between USSOCOM (via the PEO SOF-Warrior, Special Operations Research, Development, and Acquisition Center (SORDAC)/Logistics Branch) and JPEO-CBD (via the Operations Officer, DCOS SPI), providing seamless, multi-faceted support to multi-Service (i.e., Army, Navy, Marine Corps, and Air Force SOCOM), Joint CBRN defense programs (medical and non-medical), and force/installation protection systems for national strategies.
Interact daily with the PM for Counter-proliferation, the assistant PM for CBRN defense, and Command-level staff and senior leadership
Enhance the integration, synchronization, and coordination of USSOCOM / JPEO-CBD cooperative efforts to improve CBRN defense readiness and capabilities by leveraging existing Joint CBD technology and materiel development efforts, to include emerging technology exploration and “spin outs” or incremental improvements to existing capabilities
Represent the JPEO-CBD, as well as USSOCOM when requested, at multiple inter- and intra-agency working groups across the DOD, Homeland Security, and the broader Joint CBDP organizational landscape
Maintain close contact with the JPEO-CBD Operations Officer, DCOS SPI; key JPM office staff; SOF Component Headquarters Staff; key USSOCOM PEO and PM Staff; and Industry when required
Develop and review Command-level and organizational correspondence and briefings which represent the JPEO-CBD Enterprise to SESs and General Officers within USSOCOM, Industry or academia, and at conferences to ensure accurate representations of USSOCOM and JPEO-CBD relations and responsibilities are portrayed
Provide assistance and advice regarding the integration and leveraging of these same efforts when they are not synergized (as is common in the case of the research, development, and acquisition of capabilities in support of the growing Combating Weapons of Mass Destruction mission area).
Review and analyze USSOCOM and SOF component requirements, products, and processes to ensure compatibility with overall acquisition systems planning and promote mutual cooperation for more effective multi-Service/Joint development and technology exploration results.
Support on-going institutionalization of the formal USSOCOM / JPEO-CBD CBRN defense capability transition process which
Effectively manages risks (i.e., safety, Operations Security (OPSEC), disclosure, and logistics training) inherent in the transition of “SOF-unique” equipment
Observes USSOCOM and JPEO-CBD requirements, resourcing, acquisition, and logistics policies and integrates them, where possible, to maximize the strengths and efforts of both organizations
Coordinate with DOD laboratory directors, international task forces, technology base panels, and Joint committees on testing issues that facilitate the exchange of SOF-controlled technology to JPM offices throughout JPEO-CBD.
Provide milestone and programmatic expertise support, as it relates to coordination for transition of SOF-initiated technology development efforts, to facilitate wider capability migration across the DOD, participating in program Milestone Decision Document (MDD) and milestone decision briefings, review boards, technology transition planning and program alignment meetings.
Ensure command-wide coordination and facilitate inter-agency integration and synchronization across the entire JPEO-CBD to:
Increase communication and cooperation between USSOCOM and JPEO-CBD leadership and project management offices
Eliminate duplication of effort where possible with USSOCOM controlled acquisition efforts through consolidation of programs that embody SOF unique/peculiar required system attributes
Guide the development and tailoring of emerging acquisition efforts within the JPEO-CBD portfolio that address USSOCOM capability needs
Participate in multi-Service/Joint combined, multi-functional, matrix support, and CBRN defense IPTs, Capability Area Teams (CAPATs), and working groups, in support of both USSOCOM and JPEO-CBD. Responsibilities include the following:
Identify logistics related issues and weaknesses and recommend solutions; articulating, advocating, convincing or justifying and defending the recommendations while being sensitive to differing inter- and intra-organizational priorities and positions
Negotiate settlements of controversial issues in accordance with Command-level guidance
Sustain the exchange of research, development, and engineering work to assist the JPEO-CBD in meeting cost, schedule, and performance goals through:
Horizontal insertion of technology
Assessment and integration of SOF-controlled technologies
Develop logistics acquisition strategies; technology assessments and transitions vehicles ; technology and capability investment plans; combat evaluations; Advanced Concept Technology Demonstrations (ACTDs) and Advanced Technology Demonstrations (ATDs); special operations capabilities; and unique acquisition practices and procedures for development and integration systems (i.e., Combat Mission Need Statements (C-MNS)). In addition, generate and maintain acquisition documentation (i.e., resourcing, strategy, and schedule) across the various phases of development and acquisition.
Manage work projects, review and exchange Analysis of Alternatives (AoAs) and technical assessments, and participate in milestone decision meetings.
EDUCATION / EXPERIENCE REQUIRED:
Bachelor’s degree in Business Management, Program Management, Acquisition Logistics, or a related discipline, as well as twelve (12) years of general experience and eight (8) years of relevant experience.
Possess direct technical and procedural knowledge of paralleling, integrated, and mutually supporting responsibilities, efforts, and authorities of the JPEO-CBD and US Special Operations Command (USSOCOM) with respect to the research, development, and acquisition of Special Operations Forces (SOF)-peculiar CBRN Defense equipment and medical countermeasures
