This is a 67 CW Wing Staff position and experience/knowledge should be commiserate with headquarters-level support. The Agreements Analyst will provide oversight expertise of Memorandum of Agreement/Memorandum of Understanding (MOA/MOU) Programs, Service-Level Agreements, and Host-Tenant Support Agreements affecting multiple geographically separated units worldwide. The Agreements Analyst will also Provide management services to support comprehensive Continuity of Operations Plan (COOP) and Battle Staff operations covering the HQ 67 CW its subordinate Groups and Squadrons across the globe. This program serves as the framework by which the 67 CW staff and subordinate units will conduct COOP activities. The 67 CW supports Cyber Mission Forces all of which have associated agreements and COOP requirements.
PRIMARY DUTY RESPONSIBILITIES:
Serve as the 67 CW requirements advocate during essential negotiations for all inter-service, intra-service agreements
Develop, analyze, and coordinate programming and planning documents, to identify functions and tasks to be performed by participating organizations. These actions will ensure no unnecessary resource duplications
Formulate and provide guidance in the form of correspondence to 67 CW units regarding different types of agreements, formats, and administration
Maintain inputs and track all 67 CW Agreements into library repository to ensure all agreements maintained are current and accurate through the life of the agreement
Assist in addressing and resolving problems with host base or parties involved in the documents
Review agreements to assure completeness and that agreements have met all regulatory policy requirements and coordinates internal review of all Wing support agreements with Security, Financial Management, Training, Manpower, and the Judge Advocate
Track and manage the coordination and approval processes for internally and externally generated support agreements between 67 CW and other organizations
Ensure timely processing of support agreements and conduct periodic reviews to validate currency and accuracy for both receiver and supplier
Coordinate annual trainings for all Functional Area Agreement Coordinators
Provide COOP and Battle Staff planning support for the improvement and maintenance of the program
Create a process that documents and implements the 2-year review and updates to the mission essential functions (MEF). Review and submit findings
Make recommendations related to the current COOP plan that includes risk assessments and corrective actions
Provide regular assessment of COOP related requirements to ensure compliance with directives
Maintain a dedicated Corrective Action Program to capture lessons learned and participant’s feedback in order to update and improve the existing plan
Update and revise all COOP documents
Maintain a master list of document updated actions to track compliance
Provide training and presentations for 67 CW personnel on an as required basis at a minimum and when personnel changes warrant
Analyze operational procedures in implementing Battle Staff activation to ensure effective and efficient C2 execution
Advise management of viable options to develop potential solutions for mission assurance
Establish and maintain standard operating procedures (SOP), checklists, procedures, tasks, rosters, maps, bug-out binders, supplies, etc. Develop and facilitates training program
Schedule quarterly Battle Staff training sessions to practice SOPs and collect suggestions for improvement of processes
Facilitate Wing exercises, to include table top, to identify areas needing additional attention
Review and submit internal lessons learned for after action reports
Education/ Certifications: Bachelor Degree from an accredited college or university with five (5) years of experience or MS with three (3) years of experience; or the equivalent combination of education; professional training; or work experience.
Relevant Experience: 5-7 years of progressively responsible support writing and managing agreements to include the COOP program; comparable to work performed as a mid-senior level agreements analyst; 3-5 years supporting DoD/AF organizations
Key Requirements: Extensive knowledge of Microsoft Suite applications and other current computer applications, internal transactional applications, and the Internet
