Full Job Description
The Identity and Access Management Programmer V reports to the Director of Enterprise Identity and Access Management within the Enterprise and Customer Support Services Division. Performs advanced and/or managerial (senior-level) work leading the team working on the Health and Human Services Enterprise Portal. Work involves coordinating the analysis and testing of user and system requirements; creating, refining, and documenting work procedures; leading the development of code; and analyzing and resolving problems with new and existing systems. Works with business partners and management to integrate new and existing systems May plan, assign, and/or manage the work of others. Works under minimal supervision, with extensive latitude to exercise initiative and independent judgment.
This position requires understanding of processes and technical aspects of various enterprise architecture disciplines including; cloud, business, infrastructure, applications, data and security.
Essential Job Functions:
(30%) Performs complex work for IAM initiatives involving research, analysis, planning, development and implementation activities; working with project managers on the planning and initiation of projects; oversight of technical implementation at various level of completion; and communicating with project stakeholders, management, and other relevant parties. (25%) Analyzes and develops solutions, facilitates and participates in cross-program and multi-agency workgroups, setting goals and objectives and providing technical documentation. (20%) Works with staff and external stakeholders to identify requirements for projects as well as risks/issues and develop mitigation strategies. Prepares high quality written project reports, updates, summaries, and other documents as assigned or as needed. Evaluates testing tools and technologies to recommend solutions and obtain authorization and commitment. (15%) Develop product roadmaps, environmental requirements, coach testers through technical leadership, and assist support functions as required for incident and problem management. (5%) Keeps management informed on relevant issues, as appropriate. (5%) Other duties as assigned.
Knowledge Skills Abilities:
Extensive experience in designing and implementing IT service management standards, tools, and methodologies
Knowledge of IT Infrastructure Library (ITIL) framework to establish an IT Service Management environment
Skills in critical analysis, decision making, and ability to act strategically and proactively
Ability to lead the effort to promote existing custom applications to cloud platform.
Ability to identify problems, evaluate alternatives, and implement effective solutions.
Ability to create cloud base architectural patterns and solutions at an enterprise level
Ability to develop plans to address identified issues.
Ability to interpret data and develop effective operating procedures
Ability to work in a fast-paced, deadline-driven environment
Knowledge of project management principles and able to establish project goals and objectives.
Skill in identification of project risks and gaps and able to develop creative and workable solutions to complex problems and policy issues.
Ability to manage assigned department activities; to establish goals and objectives; to devise solutions to complex technology problems; to develop and evaluate infrastructure architecture policies and procedures; to prepare reports; to communicate effectively; and to plan, assign, and supervise the work of others.
Skill in synthesizing, analyzing and evaluating highly complicated and technical information and translate it into easily understandable and concise documents and oral presentations.
Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel in governmental entities.
Strong skills in analyzing and evaluating complex federal and state legislation, program, policy, and operations issues as they relate to web-based and Identity Access Management projects.
Ability to exercise sound judgment in making critical decisions.
Ability to lead and work cooperatively in a team environment.
Skill in communicating effectively both orally and in writing.
Ability to travel 10% of the time.
Registration or Licensure Requirements:
ITIL Foundations Preferred
Initial Selection Criteria:
At least 5 years of progressively responsible full time professional experience in technology infrastructure and operations.
