Description of Duties/Essential Functions
Under administrative direction, performs highly responsible technical functions in the area of Illinois and Federal laws concerning Employer UI Liabilities and Claimant Benefits and the drafting of legislative bills regarding the Unemployment Insurance Act, Wagner-Peyser Act, related state and federal legislation for the Illinois Department of Employment Security; provides specialized consultative advice and guidance to agency executive management staff; revises, codifies and / or clarifies current legislation as appropriate; researches legal implications, drafts legal opinions; prepares agency positions on legislation both current and proposed. Drafts and reviews solicitations, contracts and intergovernmental agreements.
Requires graduation from a recognized law school supplemented by the possession of a license to practice law in Illinois; three years of professional experience in legal work or in the conduct of judicial or quasi-judicial hearings. Requires knowledge of Administrative Law, General Accounting, substantive law and rules of evidence. Requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP and Fair Contracting Task Force. Requires ability to: apply legal precedents and prior administrative decisions, rulings and principles to fact situations found within cases; draft complex and technical legal documents in simple language; maintain satisfactory working relationships with staff, attorneys, employers and their legal representatives; travel as required to attend meetings and seminars and complete assignments; use a personal computer with related software programs; plan and direct the development, implementation and maintenance of agency programs and services and to supervise clerical and legal staff.
