POSITION SUMMARY:

The Audit Risk Compliance Manager will oversee the entire audit, compliance, and federal grant process, especially focusing on compliance reviews and financial/accounting advisory to support the Policy and Oversight Division of the Office of Grants and Financial Management in the National Institute of Food and Agriculture with their critical needs to 1) Monitor/resolve audit findings conducted under 2 CFR 200, (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; 2) Conduct post-award Compliance reviews under the guidance of Federal Managers Financial Integrity Act of 1982 (P. L. 97-255) (FMFIA), and the Improper Payments Information Act of 2002 (P. L. 107-300) (IPIA), as amended by the Improper Payments Elimination and Recovery Act (IPERA) of 2010 and the Improper Payments Elimination and Recovery Improvement Act of 2012; and 3) Assess the effectiveness of internal controls over grant processes, coordinated with the strategic planning and strategic review process established by the Government Performance and Results Act Modernization Act (GPRAMA) and the internal control process required by FMFIA and the Government Accountability Office’s (GAO) Green Book. This task will support NIFA’s compliance audit and risk team and Internal Control efforts for FY2018 and FY2019.

Responsibilities

  • Experienced in audit and/or compliance of federal grants; especially compliance reviews and financial/accounting advisory;
  • Preparation and facilitation of compliance reviews, including desk audits and financial risk assessments;
  • Assess internal controls and identify improper payments through in-depth analysis performed in Microsoft Excel;
  • Perform A-133 Audit Resolutions including maintaining the tracker log, resolving findings, and developing Corrective Action Plans.

Skills

  • Proficient in Uniform Guidance.
  • Proficient in OMB A-133, Single Audit Compliance Reviews.
  • Demonstrated track record performing and facilitating compliance reviews and site visits.
  • Experience interviewing grantee's senior leadership and staff.
  • Experience providing technical advice and recommendations to senior management and staff.
  • Experience providing technical advice and recommendations to senior management and staff.
  • Strong report writing skills to communicate findings and recommendations.
  • Must have extensive grants experience.
