What You’ll Get to Do:
CACI is seeking an experienced leader to serve as the CACI’s Small Business Liaison Officer (SBLO). The selected individual will report to the Senior Vice President, Subcontracts and Procurement. The SBLO provides overall leadership and oversight of the company’s small business program including outreach initiatives, compliance, industry and government relations, and internal & external communication. The Executive Director will manage mentor-protégé agreements, joint venture partnerships, outreach efforts, metrics and reports, and supporting SBA and DCMA SB Program audits.
More About the Role:
Participate in outreach to small business concerns by participating in small and minority business fairs, conferences, meetings with government SB offices, training, and education programs.
Briefing CACI Board of Directors on CACI’s Small Business Program, as required.
Cultivating positive relationships with federal agencies who promote small business.
Briefing and/or preparing training for company personnel in the requirements of the FAR and Public Laws relating to small business;
Recommend changes to company policies to ensure compliance with the requirements of FAR Part 19.
Overseeing CACI’s Master Subcontracting Plan and reviewing Individual Small Business Subcontracting Plans or Small Business Participation Plan documents.
Provides assistance and advisory support with proposal development, including writing, editing, reviewing small business participation plans, and color team reviews.
Preparing and submitting Individual Subcontracting Reports and Summary Subcontracting Reports and entering data into the federal government’s electronic Subcontracting Reporting System (eSRS). Reporting ISR and SSR data to management on subcontracting performance and measuring company performance by government agency.
Advises and supports Social and Governance corporate-wide initiatives in support of ESG reporting.
Proactively work with program staff to guide and direct monitoring of subcontracting performance to achieve overall subcontracting plan goals.
As a senior leader on the Corporate Procurement team, this position requires a strong understanding of Purchasing and Subcontract systems and ability to lead process improvement initiatives within the organization.

You’ll Bring These Qualifications:
Bachelor 's degree (Business Administration or related field)
15+ years related experience
Previous SBLO experience or procurement audit compliance (preferred).
Ability to establish and cultivate relationships internally and with Suppliers.
Working knowledge in Government subcontracting, Small Business Subcontracting Plans, SB Program Reviews with DCMA and SBA, and CPSR requirements.
Excellent leadership and management skills.
Excellent written and verbal communication skills.
Must have strong skills in the use of Microsoft Office products.
Must have strong ability to develop professional relationships with management, leadership, industry peers, suppliers and government customers.
Knowledge of SB reporting and the eSRS system.
Experience with leading development of Subcontracting and Participation Plans.
Knowledge of small business rules related to small business utilization.
Ability to work in fast-paced environment and manage multiple priorities.
Strong analytical skills. Ability to pull and analyze data to support initiatives.
