The Facility Manager has the authority to ensure safe and efficient operations of all departments of the assigned facility in accordance with Company standards and procedures. Directs all activities of the assigned facility in a manner to ensure the efficiency and success of all operations, inventory accuracy, comprehensive maintenance programs, oversight of associated personnel and equipment, and overall responsibility for production volumes, quality, operating costs and profitability.
MAJOR DUTIES AND RESPONSIBILITIES:
Environmental and Health & Safety (H&S)
Responsible for safety and environmental compliance across all operations within assigned facility. In conjunction with the HSE Managers, leads safety improvement activities and is an active and engaged participant in PSC Metals' safety program.
Strictly adheres to all PSC Metals' Health, Safety, and Environmental standards.
Provides a safe environment for all employees, customers and visitors.
Coordinates employee corrective actions for safety infractions with HR
Operational Performance & Best Business Practices
Oversees management of production and maintenance within assigned facility across multiple shifts. To include staffing, performance management, training and development, union associated issues and associated personnel decisions.
Forecasts monthly production and sales with the Vice President, Operations in conjunction with the Commercial group, to ensure facility goals are met.
Ensures that negotiated production levels are met, and maintained for all departments.
Reviews maintenance procedures and record keeping for all production equipment.
Investigates to clarify, validate, test and analyze operational data for accuracy and validity.
Uses metrics including tons/hour, lbs./hour, downtime percentage, NF pounds recovered, operating costs, etc. to measure performance and quality of operations.
Prepares and monitors monthly operating costs for facility.
Ensures outbound product standards are met for applicable customer specifications.
Identifies, quantifies and drives evaluation of new technology for future implementation at the facility. Participates fully in company-wide committees on management of operations. Shares own and implement others' best practices to improve performance.
Assesses the effectiveness of transportation and other sub-contractors.
In conjunction with Transportation Department, manages trucking and rail transportation activities related to assigned operation(s).
Monitor operations to ensure employees adhere to established policies, procedures, safety guidelines, and state and federal regulations, providing guidance or counseling when needed.
Performs other responsibilities as assigned or directed.
Equipment & Maintenance
Oversees preventative and emergency maintenance activities for the facility equipment in order to improve both availability and costs.
Monitors and inspects allocated department equipment to ensure all assets are working within stated guidelines.
Inventory and Quality Control
Maintains accurate inventories to uphold compliance with all internal and SOX controls and requirements, in conjunction with Corporate Finance Group.
Maintains communication with Commercial Department to confirm forecasted purchases/sales are being met and material is shipped in a timely fashion.
Collaborates with Commercial Department to market out of specification material to eliminate quality complaints, rejections and avoid downgrades.
Adheres to internal and external customer specifications for materials
Responsible for profit/loss activities for all departments within assigned facility.
Operates facility within established operating, and CapEx budgets, and makes recommendations for capital expenditures; taking into account operational needs, equipment condition, environmental priorities, and ability to sustain business operations and growth. Participates in annual budget process and communicates financial performance versus budget review on regular basis to management team.
Perform all other duties as assigned.
Associate's or Bachelor's degree preferred. Minimum of 5-7 years' of work related experience in the metals recycling industry preferred.
Minimum of 3 years' Supervisory/Management experience
Proficiency of Microsoft Office Word/Excel/Outlook
Exerting up to 50 lbs. of force occasionally and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force constantly to move objects.
Facility Manager is required to have close visual acuity to perform an activity such as: preparing/analyzing data and figures; transcribing; viewing a computer monitor; expansive reading; visual inspection involving small defects at distances close to the eyes. In addition, required to have visual acuity to operate motor vehicles or heavy equipment, as well as, the ability to utilize visual acuity to determine the accuracy, neatness, thoroughness of work assigned (i.e. inspection, etc.).

Feeling Perceiving attributes of objects, such as size, shape, temperature or texture by touching the skin, particularly that of fingertips. Talking Expressing or exchanging ideas by means of the spoken work. Those activities in which they just convey detailed or important spoken instructions to other workers accurately, loudly or quickly. Hearing Perceiving the nature of sounds at normal speaking levels or without correction. Ability to receive detailed information through oral communication and make fine discriminations in sound.
Facility Manager is subject to both environmental conditions: activities occur inside and outside. In addition, Facility Manager is subject to noise. There is sufficient noise to cause worker to shout in order to be heard above the ambient noise level.
