Perform all non-inherently governmental pre-award and post-award tasks necessary to award and administer contracts, purchase/delivery/task orders, blanket purchase agreements, and other acquisition types in support of various operational contracting requirements for various Federal Government Civilian and DOD agencies and activities.
Working closely with governmental program offices, ensure adequacy of requirement documents (i.e., SOW/PWS/IGCE/Mkt Research/Acq Plans/Funding) and develop draft Request for Quotes (RFQs), Request for Proposals (RFPs), and/or Combined Synopsis/Solicitations for CO approval.
Draft and issue SBA offer letters for 8(a) direct actions.
Post solicitations on FedBizOps and other Government Point of Entry such as GSA e-Buy, NITAAC e-GOS, NASA SEWP.
Post synopses of new procurement opportunities, noncompetitive justifications, solicitations, and other pre-award documents on the Fedbizopps or other Government Point of Entry in accordance with the procurement laws, regulations, and guidance.
Coordinate with and inform program office requirements personnel (COR’s, PM’s, etc) on progress throughout the process, developing and maintaining acquisition milestone documents.
Assist with source selection procedures, working with technical evaluation panels, developing evaluation templates and instructions and ensuring that Conflict of Interest/Nondisclosure forms are signed.
Draft award decision documents based on technical evaluation panel evaluations, and any additional analysis performed by CS.
Virtual files prepared for the pre-award decisions are complete, and organized in accordance with the customer’s policy, and virtual files are properly organized to facilitate post-award reviews and administration.
Prepare all award documents including but not limited to: award document, delegation forms, cover letters, and distribution materials.
Enter award data into PRISM.
Assist in preparing appropriate documentation for contract modifications and entering those modifications into PRISM, including the exercise of options; and monitoring contractor compliance with terms of the contract working with COR on performance issues as necessary.
Review invoices (including tracking fund status management), coordinate with program personnel for receipt and acceptance of contract deliverables when necessary, and recommend to the CO whether payment should be authorized.
Will also work with CORs to obtain and facilitate entry of CPARS.
Keep records and documentation in a virtual environment, utilizing workflow tools and MS Office of all actions through the procurement life-cycle.
Will adhere customer established performance metrics, as related to individual CS support.
Bachelor’s Degree in related field preferred
Equivalent experience to that of a GS-13, with 3 years as an 1102 (or equivalency, working as a contractor performing 1102 type functions)
Working knowledge and use of FAR required, with knowledge and use of DFARS and other agency FAR supplements a plus.
FAC-C/DAWIA certification preferred
Shall be proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat.
A working knowledge and demonstrated experience using one or more of: FAR 15, FAR 12/13, FAR 8.4, and FAR 16.5 procedures, and SBA procedures for 8(a) direct awards.
Working knowledge of PRISM a plus
Perform other tasks consistent with the goals and objectives of the department/contract
Perform other duties as assigned by Senior Contract Administrator
