This position is being filled under Direct-Hire Authority for Financial Management Experts. DFAS has delegated authority by the Office of the Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Provide system management, functional analysis of system requirements, regulatory research, system support services for major Automated Information Systems (AISs) supporting accounting for the Department of Navy.
Provide requirements analysis, evaluation, and maintenance of plans and programs to meet activities and government objectives in the area of the Navy General Fund Systems, Disbursing Systems, and Cash Systems.
Responsible for functional interpretation of system changes and enhancements received from the user community and directed by regulatory changes.
Analyze specific functional and system problems encountered in the testing process to determine solutions and corrective actions for these problems
Devise and execute the test criteria for systems acceptance testing for a major accounting system
Taking appropriate and corrective action on malfunctions and deficiencies reported by system users.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: performing financial or accounting systems analysis; identifying issues and recommending solutions or workarounds to support the daily operations of financial or accounting systems; providing testing and configuration management support; providing audit support; drafting software requirements documents; supporting the development, deployment and information assurance of financial/accounting systems; ensuring Information Assurance system compliance with directives; and experience which demonstrates substantive knowledge of financial management principles.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Education is not substitutable for specialized experience at this grade level.
