Summary
This is a Bargaining Unit position.
This is not a (drug) testing designated position (TDP).

This position is located in the Small Business Administration, Office of Capital Access, Office of Credit Risk Management, Supervised Institution, Oversite Division located in Washington, DC.

In almost all cases, pay on a new appointment will be set at the minimum rate (GS-14 step 1, $117,191.00).

Responsibilities
Plans and leads lender safety & soundness examinations.
Directs a team of contractors who perform lender staff interviews, conduct testing, review loan files, and complete analyses of the lenders' financial condition.
Supervises production of and edits the Reports of Examinations (ROE) by contractor staff. These ROEs describe in detail the condition of an SBA Lender's safety and soundness and its compliance with SBA Loan Program requirements.
Develops Findings and Corrective Actions to address weaknesses in financial condition and compliance with SBA regulations.
Conducts formal and informal meetings with SBA Supervised Lender management, officers and directors to discuss and resolve Findings, and communicates risk issues identified during examinations and ongoing monitoring.
When necessary, develops and executes supervisory and/or enforcement actions to address lenders' financial integrity and compliance with SBA loan program requirements.
Provides expert guidance in all activities related to the ongoing monitoring of the SBA Supervised Lenders' financial condition, as well as lender performance and compliance with SBA Loan Program requirements.
Directs contractor staff reviews of quarterly and annual reports of lender balance sheets, income statements and capital account reconciliations, as well as loan performance data to identify emerging risk issues.
Prepares and executes corrective action plans to address emerging risks.
Provides expert advice and guidance to senior management on condition of lenders in portfolio.
Identifies and communicates general emerging risk themes in non-depository lenders and overall 7(a) loan program.
Serves as a senior level advisor and recognized spokesperson for assigned activities.

Occasional travel - Travel to out of state financial institutions to participate in examinations is required.

Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

EXPERIENCE: One year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sector). Specialized experience is defined as : Analyzing the audited and interim financial statements of for-profit or not-for profit commercial lending institutions to develop a comprehensive picture of their financial condition; and preparing written reports providing conclusions of the analyses with relevant supporting facts; and experience in commercial credit analysis and loan file review, as a commercial loan underwriter, commercial loan servicer, or loan workout specialist for a financial institution or government agency or experience performing commercial loan file reviews for a financial institution or regulator.

This experience must be clearly referenced in your resume. You must include hours worked per week for each employment entry.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. Serves as the lead primary regulator for a portfolio of SBA Supervised Lenders and the 7(a) loan program participants. Plan and lead safety and soundness examinations and direct the team of contractors that interviews and perform loan file reviews.

New federal employees will start at the GS-14, Step 1, $117,191 per annum.
The Full Performance Level of this position is a GS-14 .

Physical Demands: The work is primarily sedentary, although some slight physical effort may be required.

Work Environment: The work is performed in a typical office setting.
