Position Summary
Perform a wide variety of complex clerical, customer service, and administrative activities to assist and support department management and professional staff. Must exercise knowledgeable, independent judgment on routine and non routine matters. These tasks are illustrative only and may include other related duties.

Essential Functions
Performs administrative support to Chief of Police, Captains, and other Department managers. Acts as point of contact for scheduling, arranging appointments and phone calls and serves as department point of contact for internal and external customers.

Assists in recruitments, including reviewing applications, scheduling candidates, preparing materials, administering testing, and coordinating interview process. Coordinates pre-employment testing process including background materials and scheduling exams. Creates personnel action forms for new and current employees.

Assists with maintaining confidential records for Corvallis Police Officer's Association employees including personnel actions, performance appraisals and other sensitive documents.

Researches routine and special requests for information by the Police Department, other City departments, City Council, community members, and external agencies. Reviews results and creates staff reports.

Performs routine accounting and data entry duties including processing accounts payable, receivables, invoices, purchase orders, Purchasing Card reconciliation, and time sheet hours entry. Authorizes payments of invoices up to a prescribed dollar limit, purchases office supplies and equipment. Prepares and sends out invoices for accounts receivable and administers documentation for accounts through the AR collections process for False Alarm billing, Alarm Permits and Second Response notices.

Provides support for contracts, tracks renewal dates, acts as liaison to contractors. Organizes, maintains and electronically tracks department contracts and related documents.

Provides support for licensing and permits to include Taxi and Rideshares, Liquor Licensees, Social Gaming, Tobacco and others.

Assists walk-in customers as well as answers phones, routes calls, takes messages, screens calls, and sends or responds to e-mail for others. Performs various customer service duties such as respond to community member complaints according to City policy, responds to other agency requests, or issues permits.

Creates and maintains department records, files, materials and supplies.Ensures proper operation of office equipment including preventive maintenance, arranging for repairs, and maintaining consumable equipment inventories.

Composes legal/technical/confidential documents, letters, memoranda, or notices from brief instructions or through own initiative.

Creates, maintains and updates department web pages. Monitors web pages for outdated information, requests updated information from appropriate department contacts, formats and posts data.

Assists other administrative staff and performs other related duties.

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.

Adheres to all City and Department policies and safety rules and performs work in a safe manner.

Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance.

Delivers excellent customer service to diverse audiences and maintains effective work relationships.

Projects an approachable and professional image in personal appearance, manner, and demeanor.

Qualifications and Skills
Education and Experience
High school diploma, or equivalent. At least two years of college coursework preferred.

Three years of related work experience or education in office/business practices and procedures including accounting and/or budgeting.

Knowledge, Skills and Abilities
Proficient clerical and computer skills and demonstrated knowledge of, or ability to learn office and department specific computer hardware and software programs.

Ability to effectively proof read and edit written documents.

Excellent interpersonal, communications, and telephone skills.

Ability to maintain manual and computerized filing and record-keeping systems.

Ability to use a computer for extended periods of time to perform the essential functions of the position.

Ability to coordinate and review the work of others.

Ability to act independently under general guidelines.

Ability to get along with coworkers and the general public, and maintain effective working relationships.

Ability to maintain confidentiality and exercise discretion and judgment in dealing with sensitive or confidential information.

Special Requirements
Ability to successfully pass a comprehensive background investigation including criminal history check and obtain an Oregon State Police Criminal Justice Information Systems clearance.

Ability to pass a pre-employment medical exam.

Travel among City worksites as required.
