Overview
Soft Tech Consulting is seeking a Business Analyst for systems and software engineering services to improve, operate and maintain the critical federal spectrum information system and the Frequency Management Records System (FMRS). Using an agile approach based on the SCRUM framework, the Business Analyst will provide requirements gathering and analysis for incremental delivery of new and improved frequency assignment related capabilities to enhance performance and increase automation, while moving the spectrum information systems towards a modern, flexible architecture.

Responsibilities

Provide requirements gathering & analysis for systems and software engineering services to improve, operate and maintain client’s mission critical federal information system.
Use an agile approach based on the SCRUM framework to enhance performance and increase automation.
Manage enhancements to and maintenance activities for the Client’s System and related systems.
Support requirements management and provide requirements traceability using the Atlassian JIRA and synapseRT JIRA plugin software. Provide Market Survey results and identify metrics, business rules and key performance indicators for measuring spectrum system performance and improvements. Conduct studies and analysis to recommend the feasibility, efficiencies and improvements to the Government concerning spectrum information systems and processes.
Conduct support for development, modernization and enhancement client’s systems to provide quarterly releases of enhancements and new capabilities, including technology refreshes, workflow, data, business process modernization, security, and system and data interfaces.
Utilize the existing technology architecture or proven Commercial or Government off-The Shelf Software (GOTS/COTS) and technologies that have been deployed and tested in Federal or DOD environment. Leverage SCRUM framework, to manage and schedule the product and sprint backlogs, provide transparency into development.
Provide support for the systems integration of the system. Support the development of interface and system requirements, designing interfaces and testing interfaces. Provide user training and support for each release.
Implement new GOTS or COTS components.
Provide rigorous testing and operational capability in the production environment, including testing, security documentation updates, user training and knowledge transfer, and production readiness reviews.
Help implement a new reporting solution.
Perform continuous operations and maintenance (O&M) of the systems and subsystems, including system monitoring, testing technology stack changes, and fixing configuration and emergency problems.
Assist with configuration management throughout the release cycle.
Provide new or updated security documentation, installation and configuration guides, and system manuals for New System Components.
Provide transition support services.
Assist with enterprise wide horizontal integration planning and interfaces to other functional systems.
Create progress and status reports regarding active projects.
Prepare and deliver presentations.
Manage diverse groups of stakeholders throughout the project lifecycle.
Qualifications
Active Secret Clearance
Bachelor's Degree
At least three years of experience with Business Analysis in software development environment utilizing the SCRUM framework
Certified Scrum Master through Scrum Alliance
