This position provides support for process improvement teams regarding process re-design strategies, change management, performance improvement toolsets (especially those of Lean and Six Sigma) and technical skills, such as statistical analysis and inference and process control and flow, to research and analyze data.
This position is located in the Office of the Medical Center Director at the VA Medical Center in Bronx, NY.
Presents projects findings at various committees to foster the culture of process improvement.
Designs and implements new or cutting-edge programs/processes.
Updates project statistics on dashboard.
Tracks project status throughout the project life cycle, following up with project leads.
Creates process maps for project teams as they go through their Gemba process.
Applies lean six sigma tools as well as a variety of other improvement methodologies in daily coaching of improvement projects.
Facilitates teams through improving processes, change management principles and other system improvement activities.
Teaches Lean Six Sigma and Project Management curriculum.
Develops concise, timely and usable graphical and written reports.
Conducts statistical analysis and use inference ability to collect, manage and analyze data to draw conclusions from a wide variety of populations and samples.
Facilitates facility wide Rapid Process Improvement Workshops (RPIWs).
Performs other duties assigned as it relates to the position.

TO QUALIFY FOR THIS POSITION YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to the next lower graded level in Federal Service. Specialized experience is defined as experience that has provided you with the knowledge, skills and abilities to perform successfully the duties of a Management & Program Analyst. Qualifying specialized experience includes: Utilizing programming/statistical languages (SAS, STATA, SPSS) in order to perform analysis and inference collecting, managing, and analyzing data to draw conclusions from a wide variety of populations and samples; utilizing management information systems techniques policies and procedures in order to evaluate and determine program administration of data flow and reporting requirements of projects; developing graphical and written reports from collected data, demonstrated knowledge and experience in Lean and Six Sigma Tools as well as other process improvement methodologies.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Ph.D. or equivalent doctoral degree or I have successfully completed 3 full years of progressively higher level graduate education leading to such a degree in a field related to this position. (To qualify using education substitution, you must include a copy of your transcripts).
COMBINATION OF EDUCATION AND EXPERIENCE: I have a combination of specialized experience and education as described above which totals at least one year. To qualify using a combination of experience and education, you must include a copy of your official/unofficial transcripts. (NOTE: Education credit will not be given without transcript)

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required. The work is typically performed in an office setting. Travel only required for presentations offsite.
