This position serves as a Deputy Regional Administrator for a Federal Railroad Administration (FRA) region. In this capacity, the Deputy Regional Administrator plans, develops, coordinates, and directs programs within the region in support of FRA objectives, policies, and missions; provides managerial direction and technical guidance over subordinate field elements and employees; serves as an advisor to the Regional Administrator.
The Deputy Regional Administrator :
Functions as a multi-skilled management and safety generalist participating in the planning, direction, and evaluation of programs assigned to the region. Provides advice, reviews and analyzes; issues identification and policy options for consideration by the Regional Administrator. Manages the development of regional rail safety budget requirements and program plans. Manages regional activities associated with the implementation of the provisions of the Government Performance and Results Act of 1993 and other similar requirements.
Supervises, through a multi-discipline staff, the implementation of national and regional enforcement policies and programs to determine carrier compliance with Federal safety laws, regulations, and standards pertaining to railroad safety in all or some of the following areas: highway-rail grade crossings, track and structures, signal and train control, motive power and equipment, operating practices, railroad and shipper compliance with hazardous materials safety procedures and railroad noise emissions, and railroad compliance with applicable occupational safety and health regulations.
Exercises technical and administrative direction for a portion of the regional workforce. Directs and coordinates the work of subordinate supervisor(s),assisting them with work problems, when requested. Prepares performance evaluations for the subordinate staff and recommends bonuses and awards for employee contributions to the mission and goals of the agency. Makes and/or approves selections for subordinate nonsupervisory and subordinate supervisory positions. Hears and resolves group grievances or serious employee complaints. Plans and identifies regional training needs(technical and administrative). Ensures that the DOT and FRA diversity initiatives are effectively implemented in the region.
Represents the region in meetings with the General Accounting Office (GAO),the Department of Transportation's(DOT), Office of Inspector General(OIG) and other similar organizations; as well as, represent FRA, within the region, on intermodal task forces, committees, etc. Also represents FRA, within the region, in contacts with the railroad industry, elected public officials, news media, other government agencies, unions, civic and private groups on various DOT programs, functions and policies.
The ideal candidate for this position is a mid- to- senior level applicant who has experience in railroad operations or non-highway ground transportation operations; as well as, possesses knowledge of issues affecting railroad safety to develop and initiate new railroad safety programs and evaluate existing railroad safety programs. Experience as an effective team member or leader who has performed analytical investigations and special studies and make recommendations to improve railroad safety is also desirable.

Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited. If selected, you will be subject to the Standards of Ethical Conduct applicable to all executive branch employees. Selectees will be required to complete a new entrant confidential financial disclosure report (Office of Government Ethics Form 450) within 30 days of hire (except if hired between Nov.15 and Dec. 31).
