The Director of Human Resources (HR) is a Cabinet level position reporting to the President to ensure that human resources systems and processes are in place to support the execution of the College’s strategic and operational goals. The individual must be a respectful, dynamic, forward thinking HR leader and faculty/staff advocate in providing the day to day and best practice delivery of services. The Director has responsibility for managing employee and HR policies and practices and administering all aspects of the HR function and operations. Most importantly, the individual must be able to assist with developing and sustaining a commitment to the College’s vision, mission, core values, strategic advancement, and develop the desired shared governance culture that will enhance the workplace morale and positive experience of employees. The Director must bring a personal style to facilitate trust, diversity and a proactive and customer service orientation.

Specific responsibilities include, but are not limited to, the following:

  • Establish and implement HR efforts that effectively communicate and support the College’s mission and strategic vision.
  • Lead and serve on planning and policy-making committees.
  • Manage staffing, compensation and employee health and benefits. Assist and coach managers to maximize their human resources.
  • Administer state and federal legal compliance -- worker’s compensation, FMLA and ADA compliance.
  • Provide oversight for compensation, benefits and wellness, employee relations, HR information systems, including hiring and separation processes.
  • Administer training and development, employee performance management and relations, and succession planning.
  • Develop comprehensive strategic recruiting, on-boarding and retention plans to meet the human capital needs of the College.
  • Assist management with performance measurement, coaching, counseling, career development and disciplinary actions.
  • Oversee the quality, consistency and integrity of efforts for candidate selection and the interview process.
  • Develop staffing strategies and implementation plans to identify talent within and outside the College for positions of responsibility.
  • Provide oversight for the College’s compliance with the employment, tax and benefit relations laws and regulations.
  • Evaluate new and existing benefit plans, trends and market competition.
  • Perform other duties as required.

Master’s Degree required from an accredited college or university in business, human resource management, public administration, or closely related field. Experience in personnel administration, contract administration and/or employee benefits required. Must possess a record of personal and professional integrity; understanding of change management; strong communication skills; and a commitment to cultural diversity. Must have experience in organizational development, planning and policy-making.

Minimum of ten years of progressive & senior administrative management/executive experience, preferably in a higher education setting, in the area of human resources. Strong at building and establishing proactive employee relations programs/cultures and the ability to advise executives, deans, department chairs, and middle management personnel regarding a wide variety of human resources issues. Thorough knowledge of the federal and state regulations governing human resources functions. Supervisory, planning and budgeting experience and knowledge of human resources & word processing software required. PHR/SPHR certification through the HR Certification Institute/SHRM organization preferred. Must be sensitive to a student success culture and have a demonstrated commitment to the philosophy of higher education.
