The Illinois Primary Health Care Association (“IPHCA”) is recruiting for its top leadership position, the President and Chief Executive Officer (“CEO”). This professional will lead a team of talented staff to advance the mission of IPHCA.

Established in 1982, the Illinois Primary Health Care Association (IPHCA) is a nonprofit trade association of community health centers (CHCs) that proudly serves as Illinois’ sole primary care association. IPHCA represents 48 Organizational members—CHCs—that operate nearly 350 sites in the states of Illinois, Iowa and Missouri—serving 1.4 million patients annually. Nationally, IPHCA ranks it the top 5 amongst 53 state and territorial associations in terms of patients served by their member organizations, making it a highly successful and influential promotor of community health services at state, local and national levels.

IPHCA positions its members to be the providers of choice within the communities they serve through advocacy, education, and technical assistance emphasizing the high quality, accessible and integrated health center model of care.

The President & CEO is responsible for overall leadership, management and strategic direction of the IPHCA, ensuring the implementation of the mission of the organization and the strategic and operational plans approved by the Board of Directors.

The President and Chief Executive Officer will be responsible for, but not limited to:

  • Executing the plans and policies of IPHCA in accordance with the procedures established by the Board of Directors.
  • Designing and implementing strategies for advocating on behalf of IPHCA’s membership with elected and appointed government officials.
  • Negotiating and executing contracts, recommending programs, strategies and activities to accomplish the mission of IPHCA.
  • Serving as primary staff on all federal government relations, including maintaining strong relationships with the Illinois Congressional Delegation, US Department of Health and Human Services, Bureau of Primary Health Care, Health Services Resources Administration and the National Association of Community Health Centers.
  • Developing and implementing programs for delivering the technical assistance and training services of IPHCA to members.
  • Fostering a workplace that results in the development, growth, and retention of a high-performing team.
  • Functioning as a non-voting, ex-officio member of the Board of Directors and the Executive Committee.

An ideal candidate must be able to show progressive leadership responsibilities at the executive level, exhibit a track record of excellent communication and show examples of highly developed organizational skills including the ability to build and grow successful executive teams. As the President and CEO reports to the Board of Directors, they must have a proven track record of innovation and creativity and an ability to work independently without supervision.

Education: Bachelor’s degree is required. Master’s degree in health, business, public health, public administration and/or other related field (preferred).

Experience: A minimum of five years of relevant progressive executive management and community health or health care experience.

The primary offices of IPHCA are in Springfield, Illinois with a satellite office in Chicago, Illinois. The President and CEO reports to the Board of Directors.

The compensation package provided by IPHCA is competitive with the current market.
