Under direction, manages the City of Chicago’s insurance broker team and directs the City’s property/liability insurance program that includes negotiations (pricing coverage), monitoring effectiveness, reducing risk, and claims management, and performs related duties as required
Assists in the overall procurement of the City's insurance program (purchasing, coordinating, and maintaining all lines of insurance); reviews and leads negotiations coverage in coordination with department staff; secures broad coverage/insurance at competitive prices for all City insurance programs; reviews and evaluates insurance policies for completeness and accuracy
Supports the City's insurance broker team and insurer relationships concerning insurance procurement, account management, claims management, safety and loss control, and all other risk management programs, thereby mitigating risks for the City
Supports the Risk Manager regarding the large complex insurance claims related to the City's excess liability insurance program by developing solutions that reduce the number and amounts of judgments and settlements and streamlines insurance costs while maintaining appropriate coverage levels
Manages OCIPs and works closely with the City's various department safety teams to analyze programs and make recommendations to reduce accidents through multiple mediums and inspections
Oversees the financial elements of claims management processes such as management, collection, and cost recovery for damages to City property which includes oversight of an outside law firm hired by the City to manage the day-to-day administration of claims, including motor vehicle damage, infrastructure and landscape damage to City-owned property, violations of laws causing the City to incur costs, and construction-related damages
Manages contractual risk transfer for all City contracts including reviewing and evaluating City contracts and agreements and establishes insurance provisions to transfer risk, negotiates terms and addresses all questions related to the insurance provisions; remains up to date on changes in the insurance industry, insurance case law and any other risk transfer related issues
Stays abreast of trends and innovations in risk management to enhance current City practices, and serves as an in-house expert regarding risk management, insurance programs, and the best methods
Evaluates the impacts of new and proposed legislation and makes recommendations to ensure compliance with all policies, procedures, and regulations, including local, state, and federal statutory laws, ordinances, and health and safety regulations
Conducts special research projects as assigned by the Risk Manager

Graduation from an accredited college or university with a Bachelor’s degree in Accounting, Risk Management, Finance, Public Administration or a directly related field, plus five years of professional financial management experience of which three years are in a supervisory role related to the responsibilities of the position; or an equivalent combination of education, training, and experience, provided the minimum degree requirement is met
