The Medicaid Management Information System (MMIS) Resource Center Specialist primary responsibility is to serve as the policy specialist for the Disability Services Division (DSD) to provide technical assistance and dissemination of MMIS policy information for disability waivers, on-line system problem resolution for DSD waiver program policy staff as well as lead agency staff involved in developing new programs and providing ongoing health care services to Minnesotans with disabilities in the various health care waiver programs.

Job Responsibilities include:
Maintaining an on-line system support function for counties and a policy interpretation function so that the health care programs for the disabled are administered in compliance with federal and state regulations, statutes, rules, manuals, policies, and procedures.

Provides technical assistance to lead agencies regarding such issues as MMIS screening documents, waiver agreements, service agreements, billing, appeals, MMIS edits, policy questions, and interpretation of federal and state statutes and rules.

Research, analyze, and interpret policy for lead agencies and division staff.

Serve as principal resource in providing technical assistance for lead agencies and division staff contacting the Helpdesk for assistance in reviewing, creating and approving key PCA documents and related information in the MMIS system and assure the information is accurate and in compliance with federal and state statutes and rules.

Qualifications

Minimum Qualifications:
Two (2) years professional experience in federal or state policy analysis, evaluation, or investigation for medical assistance waiver programs.

Experience must demonstrate the following:
Research and data analysis to understand and interpret the application of policies and their impact; and

Utilizing multiple, complex software and databases; knowledge of MMIS, the data warehouse or reporting software used to gather data to inform policy areas.

Bachelors or higher degree in public administration, vocational rehabilitation, psychology, social work, human services, or related field may substitute for one (1) year of professional experience.

Preferred Qualifications:
Gather information regarding policies and procedures to structure analysis and provide expert guidance to MMIS users and other DSD staff and stakeholders.

Interpret rules, laws, policies, and agreements; consult with peers and supervisors with respect to how rules, laws, and agreements are applied to processes.

Basic knowledge of DSD policies, procedures, processes, programs, funding sources and business goals.
