Summary
This position is in the Tailored Platforms and Data Office, FCC Information Technology, Office of the Managing Director, Federal Communications Commission located in Washington, DC.

Responsibilities
The Tailored Platforms and Data Office has responsibility for overseeing delivery of system capabilities across the Commission; and for ensuring systems meet needs of the Bureaus/Offices in a timely manner.

The incumbent has responsibility for providing information technology software expertise for system planning and project management in support of Bureau/Office development and modernization initiatives, which involves: (a) supporting a wide-range of IT related analysis, systems support, management and communications activities; (b) serving as a Contract Officer Representative for software acquisition, application maintenance and development efforts; and (c) keeping abreast of emerging development trends. He/she reports to the Associate Chief Information Officer (CIO) for Tailored Platforms and Data.

Qualifications

Individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Reviews technical and design specifications and action plans with milestones. Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Provides technical advice and consultation to top level officials. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; and listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving – Assesses IT needs of customers, determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service.
For this position, examples of specialized experience include:

( a) providing technical advice and consultation to IT senior managers and other non-IT engineering and technical support staff on cloud computing and software/application development policy and program initiatives;

(b) participating with senior management in preparing long-range agency-wide policies, procedures, strategies and management guidelines for complex and changing information systems software and ensuring compliance with legal and regulatory requirements;

(c) developing projects plans to ensure the successful acquisition, installation and upgrade of information technology software requirements;

(d) developing, updating and implement governance processes and procedures for software development methodologies utilizing knowledge of security and operating systems software principles, and related methods;

(e) coordinating cloud platform and system upgrades, plans and schedules and advising on planning, testing and implementation;

(f) serving as project manager for software development initiatives and employing managerial techniques and quantitative analysis to monitor work in progress evaluate the status and progress of work accomplished;

(g) overseeing and monitoring one or more contracts ensuring compliance with the terms and conditions of the contracts, developing specifications and associated procurement documentation to acquire hardware, services or communications; and

(h) managing, supporting and troubleshooting software applications and taking corrective action as necessary
