Bachelor’s degree in human resources management, public administration, business administration, or related field required.
A minimum of two years of human resources experience with position control and data extraction experience required, preferably in a K-12 educational setting.
Knowledge of the Human Resources/Finance modules of eFinance preferred.
Knowledge of school district budgeting and accounting procedures.
Extensive knowledge of budgeting as it relates to organizational and position
Knowledge of principles and practices relating to position control management.
Efficient organizational skills, attention to detail, and the ability to meet deadlines, required.
Demonstrated ability to perform position control and statistical projects.
Proficient in MS Office (e.g. Word, PowerPoint) with advanced knowledge in Microsoft Excel (pivot tables, vlookup and other advanced Excel functions and formulas) required.
Knowledge of methods of record keeping and organizational maintenance.
Strong problem solving and analytical skills with the ability to organize data from multiple sources identifying and resolving position control issues required.
Ability to perform in-depth research and manage multiple projects simultaneously required.
Ability to make mathematical and statistical computations with speed and accuracy.
Excellent interpersonal, organizational and communication skills, both verbally and written, required.
TERMS OF EMPLOYMENT:
Probationary/Term Contract: 250 days
Salary Range (based on experience) as set by the Board of Trustees for the school year 2019-2020
Maintain the District’s position control system to ensure accurate accounting of job positions within the District.
Assist in system integration of position control to include reviewing a system to detect errors, duplication and omission, confirm the integrity and accuracy of the data, verify positions are budgeted, ensure positions have been properly approved, provide historical data, prepare reports, provide position tracking system, reconcile employee assignments and provide training.
Collaborate and serve as a resource for campus and department leaders on position control, staffing allocations, data requests and PEIMS procedures and practices.
Create and maintain the District’s position control system and job position fields and attributes in the Human Resources Information System to align with budgeted job positions for each department.
Collaborate with Business and Finance and HR Staffing for payroll and/or budget code changes based upon personnel action forms/transfer information.
Assist in developing position control processes and procedures. Create documentation for all position control processes including FAQs, standard operating procedures, presentations and training materials.
Create positions for employees in the HR system through collaboration with information technology. Maintain campus/department staffing lists.
Ensure personnel information is available for budget development in current and future fiscal years.
Oversee and direct the Human Resources portion of the position control system, ensuring that all additions and changes meet the District’s guidelines and are accounted for and coordinated with the Finance and Payroll Departments.
Plan, organize, monitor, evaluate and reconcile the Position Control module in eFinance.
Audit and review position control reports and make changes as needed.
Perform daily Human Resource operations in various areas of position control maintenance.
Work with information technology personnel in the development of programs and modification of existing HR system.
Perform year-end closing functions involving position control, including elimination and creating of positions.
Extract data, manipulate information, and perform complex analysis of position control data for reporting purposes and studies.
Organize and implement the activities and operation of position control to ensure records are maintained in an accurate and timely manner.
Input and update employee and position control information into an assigned computer system.
Research and analyze personnel records to resolve problems and respond to inquiries related to assigned personnel.
Provide support for the Human Resources Director, Assistant Director and Compensation Analyst.
Coordinate flow of communication, draft correspondence, reports, and other materials as required.
Maintain confidentiality of highly sensitive and privileged information.
Perform other duties as assigned.
