Position Summary

The primary duty of the Program/System Analyst 4 is the implementation of data analysis tools to provide the business with accurate and timely data to direct business decisions related to Asset Risk Management. The Program/System Analyst 4 will provide input in the development of Equipment Health Algorithms and Asset Health Distributions, perform research, analysis and business case development, and also provide database development, maintenance and support. This includes staying current on enterprise system developments and enhancements, providing information via dashboards or reports, training, and documentation. Additionally, design, development, testing and maintenance of Reliability Packages for the Cascade Algorithm and Rules Engine (CARE) application will be supported. This will include implementation of CARE system upgrades, implementation of new functionality, and support of other Asset Health projects or initiatives that require performance monitoring and alerting.

Tasks and Responsibilities

Compile information from various information systems such as SAP, WMS, OMS, GIS and Cascade to produce ad hoc and standard reports regularly. The Program/System Analyst 4 is expected to design and implement the solution within the target schedule, with high quality, security, performance and maintainability
Provide database development, maintenance, and support
Perform research, analysis, and business case development
Make recommendations based on research findings
Assist with Asset Management initiatives of varying degrees
Provide application software maintenance and support
Assist with the development and implementation of internal work processes
Provide recommendations to improve current business practices.
Actively participate in projects to implement system upgrades, implement new modules or functionality, and/or support other projects or initiatives that require monitoring or alerting. Responsibilities required to complete this often include stakeholder requirements gathering, business process design, vendor management and support, documentation, and training
Support projects involving the implementation of preventive maintenance systems to include data management, implementing policy, standards, and procedures
Support the design, development, testing and maintenance of Reliability Packages for the Cascade Algorithm and Rules Engine (CARE) application
Maintain technical skills through independent research, training and/or conferences
Excellent leadership and customer service skills
Communicate effectively with staff, management, and vendors
Performs other project and process improvement initiatives as assigned.
Minimum Skills

Personal Computer Usage

Minimum Knowledge and Abilities

Extensive experience as a programmer/analyst in a field supporting and providing technical and analytical solutions.

Extensive experience in program/project management for Operational Units.

Exceptionally strong analytical and problem solving abilities

Demonstrated ability to multi-task various critical work assignments proactively and independently in a fast paced environment and in a professional manner.

Ability to identify alternative solutions for development of decision-making proposals, which support organizational goals/objectives and budget constraints

Initiative to work independently or as a member of a team, coordinating with others to achieve desired results

Demonstrated well-developed written and verbal communications skills for interaction within the section, across departmental lines to all levels of personnel, and vertically with management.

Preferred Qualifications

Master’s degree or relevant Certification.
Extensive experience with financial and operational analytical support.
Extensive experience with administration of applications.
Relative experience in supporting utility construction and maintenance.

Minimum Education

Bachelor's Degree in Computer Science, Business Computer Systems, Management Information Systems or related field from an accredited university. or Related Field

Working Environment

Work is performed indoors & outdoors. Manual dexterity, talking, hearing, and repetitive motion. Use of computing equipment, telephone, & printer/copier. Ability to travel to and from business related events. After hours work may be required.
