Summary
This position is located in the United States Department of Agriculture, Food and Nutrition Service (FNS), Supplemental Nutrition Assistance Program (SNAP). FNS serves as the Nation's first line of defense against hunger. SNAP provides nutrition benefits to supplement the food budget of needy families so they can purchase healthy food and move towards self-sufficiency.

Responsibilities
Responsible for data analysis and evaluation for determining SNAP payment error rate (improper payment rate) and liabilities.
Conducts data analysis using data captured from the SNAP quality control system to forecast trends in program administration.
Respond to data calls from internal USDA or external stakeholders, to conduct root cause analyses of issues leading to SNAP improper payments, and to provide data assessing the impact of a policy, waiver or State option on program administration.
Provide technical input into policy recommendations as determined by senior agency officials. Interacts directly with critical stakeholders, as it relates to statistical aspects of improper payments during policy development.
Collaborate with the agency regional office statisticians, and participate in peer workgroups to diagnose statistical issues and research solutions that affect more than one regional office or could have national implications.
Utilize work tracking tools to monitor progress toward completing work assignments.

To qualify for the GS-12 : A pplicants must possess one year of specialized experience equivalent to the GS-11 in the Federal Service . Specialized experience is experience that has equipped the applicant with the competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. For this position, examples of specialized experience are;
Utilizing the fundamental theories of statistics.
Analyzing, evaluating, interpreting, and explaining findings resulting from statistical work.
Utilizing complex database systems to collect statistical information and perform analysis of data.
To qualify for the GS-13 : A pplicants must possess one year of specialized experience equivalent to the GS-12 in the Federal Service . Specialized experience is experience that has equipped the applicant with the competencies/knowledge, skills and abilities to successfully perform the duties of the position. Initiating, planning, executing, and controlling an organization's statistical study or project.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education

Basic Requirements:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

NOTE: As indicated in A above credit toward meeting statistical course requirements will be granted for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. Additionally, to receive credit for coursework that is not catalogued on the transcript as Statistics or contain 'statistics' in the course title, applicants must attach an official course description for the course that clarifies that the course has statistical content, or written documentation (documentation must be on official school letterhead) from a professor or a school official verifying that the content of a course has either met the 50% statistics course requirements or was a statistical course if the course name in your transcript is not entitled as statistics.

B. Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
