TITLE: Construction Project Manager
REPORTS TO: VP of Real Estate & Development
POSITION SUMMARY: Effectively oversees all facets of renovations, store improvements, ground up build outs, and varying scale projects for premier convenient store operator.
Manage all aspects of multiple construction projects from pre-construction to project close-out.
Obtain entitlement for construction projects from state, county and local jurisdictions as required.
Ensure completion of required approval processes, including government agencies, developers, and landlords.
Create, manage, execute and expedite construction schedules.
Coordinate the construction of multiple new stores to ensure construction is completed and meets Parker’s quality standards on a timely and cost effective basis.
Responsible for construction, architecture, and engineering coordination required for development of new stores, oversee all site work and remodeling projects.
Work with other departments within the company to ensure desirable store designs that meet local codes, landlord requirements, and Parker’s standards.
Read, comprehend and implement project drawings and specifications ensuring design criteria, quality standards and perform final inspections.
Oversee the construction bidding and contracting process for stores; negotiate contracts.
Responsible for RFP generation, interviewing, analysis and recommendations for architect, interior designer, and general contractor services and hard bid analysis.
Act as the liaison between engineers, architects and contractors.
Coordinate and provide direction for budget estimating, purchasing, engineering, accounting, and cost and construction functions as they relate to the completion of each project.
Responsible for procurement of equipment, hard surface materials, signage, cabinetry, lighting, landscaping, etc.
Manage quality of subcontractors to ensure that schedule, scope, response and cost are consistent with company expectations.
Supervise construction activities at the job sites; maintain project schedule, track regulatory approval processes, and oversee project costs.
Ensure compliance with company, industry, trade, and jurisdictional safety standards, practices, and codes.
Support Real Estate Manager in the research for store sites, including due diligence, feasibility studies, cost estimates, and floor and site plans.
Demonstrate and maintain effective and open dialogue with the project team regarding changes in work, job conditions, contractor relations and any deviation in the direction of the project.
Work closely with Operations and Marketing teams to ensure new stores are successfully turned over to Operations team as scheduled.
Participate in construction meetings, resolve disputes, provide feedback and coordinate project lists.
Remain informed of new technology and changes in building codes, construction practices and safety requirements.
Establish best practice metrics for construction projects.
Performs other duties and special projects as assigned.
Maintains communication with field operations and management.

Maintains confidentiality of all company information; including but not limited to planned projects and strategic growth plans; is forthcoming in reporting all policy and procedural violations and any wrongdoing to Management or Human Resources.
May only make expenditures from vendors for authorized items. Unauthorized vendors, unauthorized products, and quantities exceeding normal business volumes must be approved by the CEO.
Bachelor’s degree or High School Diploma with equivalent experience
5+ years supervisory, architecture, construction management, cost estimating, or engineering experience preferred
Must maintain a current, valid, unrestricted driver’s license with an insurable driving record
KNOWLEDGE, SKILLS AND ABILITIES:
Strong ethics, effective communication skills and the ability to keep information confidential
Excellent strategic planning, communication and organizational skills
Knowledge of OSHA, EPA, ADA and Hazmat and federal/state regulations
Good understanding of design and construction professional terminology and practices
Ability to add, subtract, multiply, divide in all units of measure, using whole numbers, common fractions, and decimals.
Able to read and write, understand, and apply principles of logical thinking.
Maintains current working knowledge in the areas of general construction, plumbing, heating, cooling, carpentry and electrical.
Must be skilled at identifying, analyzing and working to solve problems
Proficient in use of basic office equipment to include copier, fax, and calculator
Proficiency in Microsoft Office products; ability to write reports and business correspondence
Must have valid driver’s license and be able to go between stores without difficulty
Schedule consists of a variable five day work week, or as business necessitates
