The Financial Analyst will perform research and analysis in all aspects of governmental finance, as well as other areas of municipal operations.

Duties include:
Perform research and analysis in all aspects of governmental finance, as well as other areas of municipal operations.
Provide financial analysis consulting services to City departments and as a formal member of ad hoc task forces to provide information on the financial impact of actions under consideration.
Review contractual agreements to identify points to be negotiated or changed.
Analyze the financial impact of proposed State legislation to recommend positions to be taken on such by the City's General Assembly delegation.
Perform other individual assignments as determined by the supervisor based on then current workloads and department needs.
Conduct city financial risk assessments and compliance plans, and ensure integrity, transparency and compliance to GAAP.
Utilize internal control framework, control monitoring, industry recommendations, and risk compliance tools to re-engineer business processes and develop internal controls as they apply to municipal operations. Lead project teams in development of city-wide system solutions, policies, and procedures. May include developing reporting process, defining metrics and analyzing trends and recommending program enhancements. Operations may include, but are not limited to, Accounts Receivable, Grants and Procurement Card program.
Perform other job duties requiring skills, knowledge and abilities.

Minimum Requirements:
MINIMUMS Requires any combination of education (above the high school level) equivalent to eleven (11) years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as Financial Planner, Financial Manager, or Investment Manager. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Cover Letter

Experience with ERP systems in large organization.
Experience with local government finance or similar department.
Bachelor's Degree in accounting
Professional accounting, financial administration, financial management or business analysis experience.
Experience with designing internal control processes and/or process improvement or process management.
Experience developing financial policies and procedures
Experience conducting complex research and analysis for financial projects.
