Auditor / Evaluators with Public Sector Experience - Independent Contractor

Boutique management consulting firm URGENTLY seeks experienced Audit / Evaluation Professionals possessing specific experience with Public Sector agencies. These are INDEPENDENT CONTRACTOR ROLES with NO benefits provided. These roles will be on-call, with no specific number of hours committed.

Our large public sector client seeks consultants to perform performance audit, review, evaluation, and technical services for programs, projects, processes, and contracts. The purpose of the evaluation is to review the performance and assess that the objectives have been met and that the program is operating as designed and that that the applicable law and regulations, policies and procedures, funding requirements, contract terms and conditions, or other governing documents are being met.

Some of the expected tasks and deliverables are as follows:

  • Program Oversight and Evaluation

Review existing program(s) performance and documentation including authorizing/governing documents to ensure that the program objectives have been met and that the program is operating as designed. Deliverables: Evaluation/ Performance Audit Plan, Draft Evaluation Report, Final Report, Management Briefings

  • Process/ Procedure/ Standards Review

Review specified existing and/or proposed capital delivery manuals, procedures, practices, processes, standards, project information systems, and tools to identify their consistent use and effectiveness in the delivery of the capital program at specified divisions throughout the agency. Deliverables: Overall Evaluation Plan, Specific Evaluation Plan, Draft Specific Evaluation Report, Final Evaluation Report, Management Briefings

  • Contract Compliance Review

Conduct reviews of a specified contracts to assess compliance with terms and conditions of the contract, agency policies and procedures and related internal division policies and procedures as requested. Review file documentation related to a specified program, project, or contract to assess compliance with applicable laws, policies, procedures, governing documents, and funding requirements Deliverables: Draft Compliance Report, Final Compliance Report

  • Additional Tasks
  • Assist in the development of audit checklists and requirements
  • Perform research of industry standards, government regulations and agency and program standards, guidelines and procedures
  • Assist in the development of survey and interview questionnaires
  • Assist in the preparation of written reports for executive management
  • Prepares and maintain audit schedules
  • Review program documentation and provides analysis and summary findings for the audit

All contracted resources that are selected must sign a notice of non-disclosure with our firm AND the client before any work can be performed under the resulting contract.

Additional details regarding this engagement can be provided to interested independent contractors who meet the baseline qualifications.

Mandatory Qualifications

  • Bachelors Degree
  • At least 5 yrs. professional experience
  • Min of 3 years experience conducting performance audits / evaluation
  • Min 1 year experience with Public Agency Programs, Laws, and Policies
  • Experience Evaluating Different Funding Types/ Requirements
  • Experience with Capital Programs of Various Size and Complexity
  • Familiarity with Public Contracting Requirements

Nice To Have Qualifications

  • Natural Resources, Parks and Recreation, or Wastewater Treatment Experience
  • Experience with Grants and Loans (Evaluating Applications, Authoring Applications, etc.)
  • Project Management Experience, with PMP certification
