The New York City Department of Sanitation?s Bureau of Information Technology (BIT) is responsible for the data processing functions and operations of systems that provide operational, analytical and managerial support functions, as well as IT resource management, for DSNY. BIT develops and maintains application software for such systems. Working closely with owner/client bureaus within the agency, BIT develops and implements both custom and packaged applications, and maintains the requisite technical infrastructure, using in-house project resources and hired consultants. We encourage innovation, creativity, and a think outside of the box attitude when solving complex problems and implementing new solutions. The bureau is seeking a ?hands on? Director of IT Infrastructure and Operations, which assists with the management of all BIT Infrastructure and Operations for DSNY, with a focus on Server and Network infrastructure teams for the agency. The position is based at DSNY BIT headquarters in New York City, and reports to the Executive Director of IT Infrastructure and Operations. This position applies specialized knowledge of Server, Network, Desktop and other IT operations and oversees policy and process with the ultimate goal of providing consistent and quality infrastructure stability and efficiency. The successful candidate will bring extensive knowledge of server technology and design, network infrastructure technology and design, and the ability to plan ahead to identify and mitigate issues before they start. They will provide vision and leadership as well as the management and supervision of the agency?s IT infrastructure, including data center (computer and storage), systems administration, email and messaging, voice/data network and the host/server infrastructure environment in addition to other duties as assigned. They will be responsible for the management of staff and providing leadership for direct reports in areas of interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees in accordance with the organization's policies and applicable rules and regulations. Duties include, but are not limited to: ? Develops major policy and procedural documentation for all infrastructure related items. ? Schedules manager and staff hours across a 24/6 work week.? Works closely with DoITT in regards to our server farm and their involvement with our carrier circuits. ? Provides management with daily/weekly/monthly metrics on set KPIs and reports on a variety of topics. ? Works closely with other technical managers to develop excellent support policies for DSNY. ? Oversees the leadership, vision, long range goals and objectives of the IT infrastructure, including data center, systems administration, email, voice/data network, and host/server environment? Leads the long range goals and objectives of the IT infrastructure, the daily operations of all server systems (current and new), data networks and voice (telecommunication) systems (land and cellular), including advanced tuning and performance of systems and network; capacity planning, systems and network design and configuration, implementation, maintenance, and supports related cyber security concerns? Participates in and assists with ongoing analysis, development, design and implementation of new information systems and infrastructure including setting standards, data design and integration of standards and design? Manages all data as a secure asset, responsible for systems and network security, disaster recovery and business continuity? Oversees the assessment and capacity planning to include recommendations for necessary purchases for future system capacity and connectivity, interface with vendors and other agencies to develop and maintain public access systems? Contributes to the success of the BIT and assists in improving the overall customer experience within the assigned team continually; ? Ensures that the agency and bureau mission and vision, strategy and business plan (and any updates) are communicated to and understood by all members of the assigned team? Conducts regular reviews of assigned staff and develops personal development plans, following capability processes where appropriate; Ensures continual development of the team and individuals occurs and that the highest potential is achieved? Reviews aspects/areas for improvement with own practice/processes, and those within the assigned area of responsibility? Ensures communication takes place both upwards and downwards across the assigned area of responsibility? Participates in the development of BIT?s annual budget and is responsible for the budget and programs associated with Infrastructure Services

Minimum Qual Requirements

1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or 2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or 3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above; or 4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in "1" above. Qualification Requirements (continued) NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.

Preferred Skills

The successful candidate should possess the following: ? Demonstrated experience and knowledge of current practices and technologies in technology infrastructure, including network administration, complex corporate-type networks, cyber security systems administration, and monitoring tools such as Cisco Switches/Routers/Firewalls, Network and VoIP Design and Security, Solarwinds and Cisco Prime, and SIEM solutions. ? Demonstrated experience and knowledge of systems and server administration, server virtualization, storage virtualization, and technical client services administration including Microsoft Server technologies, Active Directory environment, knowledge of NAS, CIFS, DFS and iSCSI storage environments, along with knowledge of Unix-based technologies such as Redhat, or other Linux equivalent ? Ability to keep current on developing technologies and potential impact on agency operations? Ability to relate to a wide variety of people and to observe, listen, motivate, and provide leadership which results in the best environment, and to develop, implement, monitor, and evaluate program goals and initiatives? Excellent verbal and written communications skills and ability to make oral presentations to various audiences
