Position Summary

Develops and conducts computer modeling studies for short-term planning of bulk transmission and interconnected systems; coordinates outage scheduling; provides technical support to Control Center personnel; and participates in various NERC, SERC, and MISO activities or committees.

Essential Job Functions

Provides and updates modeling data for the Cooperative Energy transmission system as required by neighboring utilities and the Reliability Coordinator.
Develops short-term operational studies in coordination with neighboring utilities to evaluate interconnection operations, transfers, and contingencies.
Develops short-term generation studies to help System Operations.
Coordinates transmission outages with neighboring utilities and the Reliability Coordinator.
Supports weekly transmission outage scheduling with Cooperative Energy, the Reliability Coordinator, Power Delivery and Production personnel to accommodate construction and maintenance activities.
Performs daily and weekly transmission outage studies to identify any system constraints, and develops plans to mitigate constraints.
Develops system studies in support of System Operations and provides support to Control Center personnel, as needed.
Develops and provides training to System Operations related to seasonal studies and analysis tools.
Coordinates with Control Systems personnel for control system database updates, including alarm limits, system onelines, etc.
Recommends, develops, implements, maintains, and documents automated computer programs, and other advanced analysis methods, to allow for comprehensive monitoring of operational performance of the transmission system and detection of transmission system problems.
Prepares government-required reports and industry surveys related to system planning.
Participates as required in various NERC, SERC, and MISO activities or committees.
Creates, updates, and maintains Cooperative Energy's network and commercial models for MISO quarterly model updates.
Generates and maintains data as required for other engineering-related studies.
Remains familiar with interconnection/interchange agreements and contracts between Cooperative Energy and other utilities, and knowledgeable of the influence of the agreements upon system operations and planning.
Develop Operating Procedures to mitigate planning criteria or operating limit violations.
Develops, reviews, and updates various Operations Planning procedures, as needed.
Reviews and updates the System Restoration Plan, and provides training to System Operations.
Maintains and updates state estimator and real-time contingency analysis tools for System Operations.
Provides on-call service to support System Operations as needed.
Assists as needed with the collection and calculation of data inputs for load flow models.

Bachelor's Degree Electrical Engineering from an ABET accredited program

Experience Requirements:
None Required

Certifications and Licensures:
PE License Preferred
Successfully pass a security sensitive background screening. Required

Knowledge, Skills, & Abilities Required:
Comprehensive knowledge of the overall electrical system and its operations.
Familiarity with transmission reliability analysis, including load flow, Control Systems network applications, and stability.
Demonstrated proficiency in load-flow simulation software.
Practical knowledge of PC hardware and software, general computer programming aptitude and the use of industry standard office tools, especially Word, Access and Excel.
Excellent writing and oral communication skills.
Ability to work independently and complete assigned tasks with minimal supervision as well as within a team environment.
Demonstrated ability to effectively work with others in a team environment as well as independently with minimal supervision.
