EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. In this position, you will provide subject matter expertise in the management of the Environmental/Historic Preservation (EHP) review process. Typical assignments include:
- Developing and maintaining the Environmental/Historic Preservation (EHP) Management Plan. Managing the dissemination of the EHP information to incident management organizational components and external customers. Participating in meetings, site visits and designating EHP points of contact. Managing the EHP component review process as well as the Environmental Management Information System (EMIS) to meet EHP performance measures.
- Determining if the organizational structure is appropriate based on supervisor’s direction and ensuring that the structure and staffing are Incident Command System (ICS) compliant. Making organizational adjustments based on the complexity of the incident and requesting additional personnel, supplies, services, and equipment as needed.
- Establishing work assignments and setting priorities. Ensuring subordinates are qualified to perform assigned positions, that they receive needed training, and are briefed on information relevant to their assignments. Communicating any special safety considerations or hazardous situations to subordinates. Evaluating their performance and taking corrective actions when necessary.
- Ensuring continuity of operations and a complete and effective closeout and/or transition at the termination of activities. Preparing and submitting written EHP reports and documents.
- Developing incident-specific guidance such as Frequently Asked Questions (FAQ) and PowerPoint presentations, ensuring their proper distribution. Establishing and maintaining lines of communication with incident management organization components to request EHP resources.
EHP "Field" CORE employees are hired to work on temporary duty assignments in deployed positions anywhere that FEMA responds to a disaster declaration. Travel will be required 90% to 100% of the year. These field related CORE employees are assigned to duty stations at their home address for pay purposes and for the location of their non-deployed work assignments, to include on-boarding related work assignments.

The qualification requirements listed below must be met within 30 days of the closing date of the announcement. To qualify for this position at the IC-12 level, your resume must demonstrate at least one full year of specialized experience equivalent to IC-11 level in federal service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience:
- Advising management and subordinates regarding Environmental/Historic Preservation (EHP) policies; and
- Reviewing, interpreting, or assuring compliance with EHP laws and regulations, based on knowledge or experience working with at least one of the following: National Environmental Policy Act, National Historic Preservation Act, Endangered Species Act, Coastal Barrier Resources Act, Clean Water Act, Coastal Zone Management Act, Fish and Wildlife Coordination Act, Clean Air Act, Executive Order 11988 (Floodplains), Executive Order 11990 (Protection of Wetlands), or Executive Order 12898 (Environmental Justice for Low Income and Minority Populations. Ph.D. or equivalent graduate degree3 full years of progressively higher level graduate education leading to such a degree LL.M., if related a combination of education and experience described above, which meets 100% of the qualification requirement.

Stafford Disaster Relief and Emergency Assistance Act, Section 306 (b), which authorizes FEMA to appoint such temporary employees as necessary to accomplish work authorized under the Act.
