This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Office of HIV/AIDS Training and Capacity Development, Division of Global HIV Programs, Health Systems Strengthening Branch. The duty location for these positions is Rockville, MD.

Nurse Consultants are a mission critical occupation for HRSA. These positions are critical in supporting Health Resources and Services Administration's nursing care and treatment for outpatient, specialty clinics, urgent care and/or emergency patients.
As a Nurse Consultant, you serve as one of the primary Senior Advisors to the Director of the Division of Global Programs and provide clinical knowledge of HIV care and treatment to shape the policy and direction for President's Emergency Plan for AIDS Relief (PEPFAR) programs.
Your major duties and responsibilities include:
Serving as a Division expert on the clinical aspects of the changing healthcare landscape as it applies to grantees of HRSA-supported PEPFAR programs and their ability to use all resources for the care and treatment of people living with HIV as HRSA moves to meet the goals of the global HIV/AIDS epidemic.
Providing in-depth clinical technical assistance (TA) to PEPFAR grantees, including on-site TA, in meeting the legislative and programmatic requirements of the Programs.
Serving as the Division expert on multiple international cooperative agreements and contacts which impact the care and treatment of persons living with HIV.
Evaluating information/initiatives research to validate existing policy, and/or new programs or policies to help HRSA's Bureaus and Offices meet the goals set forth for HIV/AIDS treatment and care services.
Providing consultative advice in program planning in making recommendations for the office concerning coordination of efforts with Bureau and Office programs on health professions workforce issues and other HIV/AIDS and health systems initiatives.
Provides consistent follow-up and documentation assistance as required to ensure quality outcomes in an effort to strengthen, and/or expand education, and outreach.

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: All applicants must have passed the National Council Licensure Examination. In addition, applicants must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to meeting the education and registration requirements, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis include: advising various federal, state, or local organizations to address development of HIV clinical curricula and training modules within the public health arena; monitoring and measuring HIV clinical outcomes of national and/or international public health programs for quality improvement; and formulating, implementing, or evaluating policies impacting quality improvement activities for public health national and/or international programs related to HIV.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
