Duties
Summary
This position is located in the Colorado State office of the Natural Resources Conservation Service (NRCS) in Lakewood, CO. The incumbent provides support to the achievement of State conservation program objectives through the development, implementation and monitoring of acquisitions, grants and agreements, and contracting programs.

Responsibilities
Responsible for the development and implementation of strategies and initiatives to monitor, evaluate and support the acquisitions, grants and agreements programs for the State.
Provides assistance to the ASTC-Management and Strategy and state leadership in defining desired outcomes for proposed projects, evaluating results and making recommendations for improvements.
Performs research and analysis of applicable laws, regulations, policies and procedures and prepares recommendations for use by senior leadership.
Keeps abreast of the latest private and public sector developments in the field of acquisition programs and services.
Collaborates with the National Service Delivery Teams in implementing strategic tasks that ensure the State maintains a cost-effective resource portfolio and achieves programmatic goals through proper use of contract, grant and agreement instruments.
Coordinates with colleagues in the Management and Strategy unit, Headquarters and partners the development and implementation of effective outreach processes for meeting the State's acquisition, grants, agreements and contracting needs.
Supports partnerships, liaison, and benchmarking with counterparts in other USDA agencies. Evaluates the applicability of those developments for NRCS and incorporates best practices.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level).

Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:
Carrying out a variety of responsibilities related to acquisition instruments which could include grants, cooperative agreements, contribution agreements, conservation agreements and or federal contracts.
Researching and providing technical analysis and interpretation of policies and requirements
Developing recommendations and providing comprehensive information and guidance to leadership and program staff on acquisition instruments which could include grants, cooperative agreements, contribution agreements, conservation agreements and or federal contracts.
Note: There is no education substitution for the GS-12 level.
