Department of Water Management
This position is open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with AFSCME (BARGAINING UNITS 1, 3, 4, & 5).
Department of Water Management
Number of Positions: 1 Full-Time
Under general supervision, performs senior level professional civil engineering duties, working independently on tasks related to the construction, maintenance, and design of moderate to complex sewer infrastructure projects.
Conducts field surveys to collect data for the existing sewer conditions and locations that may impact the existing drainage system, and provide field reports.
Prepares and reviews engineering designs, drawings, calculations, specifications and cost estimates for sewer infrastructure construction, maintenance, and repair projects.
Drafts preliminary specifications and estimates for labor, material and equipment costs for projects pertaining to water, sewer and related systems.
Serves as project manager for sewer improvement projects.
Reviews payment vouchers submitted by engineering construction and sewer investigation firms ensuring payment requests reflect completed work according to contract specifications.
Reviews investigation field reports, design plans, contract documents, cost estimates and engineering calculations for construction or rehabilitation projects.
Monitors work in progress and determines the appropriateness of engineering changes, contract amendments and related costs submitted by contractors and recommends approval or modification.
Reviews permit plans submitted by contractors and developers for activities affecting sewer, water and related underground facilities.
Coordinates with other departments and agencies in addressing questions and issues related to sewer work.
May assist in training and providing guidance to other staff; may provide technical information on field investigation services at hearings and legal proceedings.
May research new materials, techniques and software for use in field engineering services.
Performs related duties as required.

THIS POSITION IS IN THE CAREER SERVICE
Graduation from an accredited college or university with a Bachelor’s degree in Civil Engineering or a directly related field of engineering supplemented by two years of Civil Engineering experience, or an equivalent combination of training and experience, provided the minimum degree requirement is met. A valid State of Illinois Driver’s License is required.

This position requires applicants to complete an interview. The interviewed candidate possessing the qualifications best suited to fulfill the responsibilities of the position will be selected. The interviewed bidders possessing the qualifications best suited to fulfill the responsibilities of the position will be selected in seniority order according to the collective bargaining agreement.
Preference will be given to candidates possessing the following:
Proficiency in AutoCAD and Microstation, or GIS.
Engineer Intern License (EIT or EI)
Previous work experience with construction standards for public way improvements.
Previous work experience reviewing and scoring responses to RFPs.
Previous work experience in utility coordination.
Previous work experience as a project engineer on civil construction projects.
Previous work experience establishing and maintaining effective working relationships with others.
Previous work experience involving sewer work.
Previous work experience preparing and reviewing engineering plans, specifications, and engineer estimates on roadways and bridge projects.
Proficiency of City of Chicago geographic locations.
Previous service in the Armed Forces of the U.S. on active duty continually for six months and have not been dishonorably discharged.
VETERANS PREFERENCE NOTE: The City of Chicago offers Veterans Preference to both current, active military personnel AND military personnel who have served in the Armed Forces of the United States and have received an honorable or general discharge. Eligible candidates must have at least six months of active duty documented. Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.
