This position is in the Office of International Trade (OIT), United States Export Assistance Center (USEAC), located in Philadelphia, PA.

Responsibilities
Among your many responsibilities as an International Trade Finance Specialist for Office of International Trade, you will perform the following key duties :

Provide trade and export finance expertise to the USEAC's business and lending communities; provide strategic planning for the marketing and delivery, of SBA technical assistance and export finance programs; provide expert guidance and direction to accomplish the goals and objectives of the USEAC; and serve as a participating member of the management team.
Manage the full range of the SBA's export assistance programs, including loan guarantee programs, for lenders and small businesses in the USEAC's geographic territory.
Actively market SBA's export finance programs to lenders and small businesses, and proactively solicits export loan applications from participating lenders; provide training and other expert technical assistance in the use of these programs to both the lending and business communities; underwrite and service SBA's export working capital loan guarantees; and assist with loan liquidations.
Develop and implement an annual strategic plan for the USEAC to train both small businesses and lenders in export finance basics and U.S. "government export finance programs.
Conduct thorough evaluations of small businesses to assess their export potential, including their management capabilities, competitive positions in their domestic markets, production capacities, and potential competitiveness in foreign markets; their financial and human resources; and their overall ability to sustain export operations.
Counsel small businesses in all aspects of international marketing, including conducting market research; identifying and qualifying foreign buyers; establishing joint ventures; establishing appropriate pricing structures; applying for export licenses; shipping and distributing goods; and financing exports.

Qualifications
GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector, such as: experience using advanced practices of international trade finance, including characteristics of overseas markets; methods of entering or trends in the development in overseas markets; the nature of competition for international trade programs; export trade regulations and restrictions; business management in order to formulate policies and procedures; trade finance, pre-export finance, loan underwriting, retail and wholesale trade, international trade promotion; and bilateral and multi-lateral trade agreements that affect exports of specific geographic areas of the world. Additionally, one year commercial lending experience at a commercial bank.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
