NCI: As the Project Manager (Program Manager II), you will provide a nonpersonal services to Cybersecurity, Network Operations and Maintenance of Information Technology support to U.S. Army Communications Information Systems Activity – Pacific (USACISA-P). You will be part of a team that will provide Information Technology (IT) expertise and personnel support for the Mission Command (MC) network Operation and, Maintenance (O&M), and technical support in the implementation of the Network and Network Operations (NetOps) capabilities. The Team will analyze systems, programs, and applications for compliance with statutory and regulatory requirements, and suitability for connecting to the Army's Enterpre Network, the DoDIN, and provide IT Enterprise support services that facilitate the creation and sustainment of the Global Network Enterprise; i.e., strategic planning, standards creation and sustainment; functional requirements development, management, and traceability; IT-Metrics program management, Program Management, Service Management process management; IT infrastructure configuration, change, and release management; and Tier Three problem management for operational networks and systems globally. Your support will enable UNC/CFC/USFK alliance network-centric (“net-centric”) warfare in support of the Korean Theater of Operations (KTO) by building and sustaining a distributed, web-enabled, MC capability through a ubiquitous network enterprise environment filled with reliable, available, resilient and secure information that is of value to the Warfighter.
Highlights of responsibilities:
Participate in Integrated Process Teams (IPTs) and other technical and management meetings and reviews, as required by Government, to assist with planning for, integrating, and installing both engineering and technical solutions.
Develop and implement efficient and effective standardized operating procedures (SOPs).
Provide baseline configuration and topology information and other technical information (in the form of technical and staff papers) pertaining to C4I systems to support: Document management support procedures in a Technical Management Support SOP that is to be updated yearly.
Participate in Integrated Process Teams (IPTs) and other technical and management meetings and reviews to assist with planning for, integrating and installing Engineering and Technical Solutions.
Support and coordinate work with other contractors who are performing tasks in support of this contract's customers, including developing engineering and technical solutions, resolving configuration and security issues, and accomplishing Certification and Accreditation processes.
Prepare documentation to include, but not limited to, business case, project plan, project charter, milestone schedule, project schedule, Gantt chart, RACI chart, WBS, risk management, action items, meeting minutes and project closeout documents.
Participate in IPTs, Configuration Management Boards, working groups (WGs), technical exchanges, and other management meetings to assist with planning, integrating and installing Engineering and Technical Solutions, new technologies or configuration changes to Mission Command networks and systems.
Coordinate with the responsible USACISA-P Government project advocates and gather information from various Government stakeholders to include, but not limited to, 1ST SIG BDE, USFK, 8USA, 7AF, C7F, III MEF, C64 as well as subordinate organizations and other contractors.
This position is considered Emergency Essential Civilian (EEC).

Education: Bachelors and 5+ years of experience
Hands-on experience in managing complex IT-projects valued over $2 million and/or affecting 1,000 or more users.
