Responsibilities
This position is located in the Department of Labor, Occupational Safety and Health Administration (OSHA), Atlanta, Georgia.

  • This position is at the full performance level of GS-14.
  • This position is outside the bargaining unit.
Serves as the Assistant Regional Administrator for the Administrative Programs and has responsibility for planning, directing, coordinating, and implementing the region-wide Performance Program, the Performance Oversight and Accountability Program, and the Management Support and Financial Programs to accomplish the mission of Region IV of the Occupational Safety and Health Administration. Plans, directs, develops, and manages policies and strategic planning for the Regional Administrator. Directs the Regional Performance Program, which establishes the Region's annual administrative and enforcement goals; the Oversight and Accountability Program, which monitors and evaluates the Region's ability to meet its enforcement goals and recognizes accomplishments through the performance appraisal system; the Management Support Program, which is responsible for Human Resource Management; and the Budget and Grants Management Programs which are responsible for financial and grants management. The incumbent oversees the work of team leaders that in order to complete audits and monitoring evaluations often use team members from within the unit, other units within the regional office, and/or area office compliance personnel.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.

Examples of specialized experience sought for this position are:
1.) Experience providing advisory administration services to management and employees in a variety of administrative areas;
2.) Experience planning and developing strategic goals and objectives;
3.) Experience planning and implementing methodology for tracking and assessing progress of established programs through oversight reviews, reports and analyses;
4.) Experience developing budget estimates, implementing budgets, maintaining accounts, conducting cost studies and developing financial plans;
5.) Experience directing and conducting oversight reviews and investigations of internal confidential issues within the organization;
6.) Experience providing direction in establishment of Performance Management Plans;
7.) Experience providing technical and administrative direction in areas such as business operations, management and advisory services;
8.) Experience working with payroll and time keeping, property and procurement management as well as telecommunications;
9.) Experience working with human resources, time keeping office support functions, information, workforce planning;
10.) Experience recommending changes to improve effective utilization of resources, staffing levels and work processes;
11.) Experience reviewing and making recommendations to management for appropriate actions; applying a variety of complex Federal laws, regulations, policies, and guidelines.
