The District is currently recruiting for a limited-term, full-time Construction Inspector I/II.
Under direct or general supervision of the assigned supervisor, the Construction Inspector I/II performs a variety of routine duties related to field inspections of construction projects on pipelines, ensures compliance with District's standards and specifications; enforces safe work practices at construction sites; and performs other duties as required.
The ideal candidate for the Construction Inspector I/II position will have worked in the water, recycled water, or wastewater industry, specifically conducting underground inspections or in a lead role in underground construction. He or she shall have knowledge of pipeline installation and trench safety. The ideal candidate will have the ability to work both independently and collaboratively with other District staff, office technicians, and engineers; firmly impose District requirements while providing excellent customer service; and adapt to changes in the field. The successful candidate will be a problem solver, creative thinker, and organized. A background in water construction, underground construction, construction management, or engineering is preferred.
Essential Functions: Inspects a wide variety of construction projects, including sewer pipelines, , and buildings.
Participates in the review and development of general standards, plans, and specifications; reviews construction plans prior to District approval; prepares correspondence and develops punchlists; ensures clearances from other utilities.
Observes and coordinates all construction activities as related to the installation, connection, and sanitary sewer facilities with minimum effects to existing District customers.
Observes work in progress, including excavation, pipe laying, service connections, backfilling, and compaction; inspects all materials and verify soil tests; performs District system protection inspection; checks line and grade; observes progress in relation to established time limits; oversees and enforces safety standards; ensures conformance with specifications and standards.
Records daily quantities of time, labor, materials, equipment, and events associated with District construction projects to ensure fair billing by contractors; ensures safe and efficient construction methods in order to minimize cost.
Consults with contractor's supervisory personnel regarding methods of construction and adequacy in relation to standards; authorizes minor changes or deviations when consistent with the intent of plans and specifications; reviews labor and material costs to verify payment claims; prepares and submits progress reports.
Performs a variety of water tests on lines and installations, including video inspection and low-pressure air testing of sewer mains and reservoir, and high pressure testing of water mains.
Collects bacteria samples when and where required; inspects street overlays to ensure compliance with District infrastructure standards.
Inspects installation of backflow devices.
Locates and marks utilities in support of the Underground Service Alert marking and location program.
Participates in pre-construction, and utility coordination meetings; receives, investigates, and resolves inquiries and complaints from contractors, developers, other agencies and the public; performs a variety of sub-professional engineering and drafting duties; operates and maintains assigned equipment.
Operates standard office equipment, including job-related computer hardware and software applications, facsimile equipment and multi-line telephones; may operate other department-specific equipment.
Assists lower-level and new staff as required.
Participates in group problem solving activities to promote continual business process improvements and initiatives.
Builds and maintains positive working relationships with co-workers, other District employees, and the public.
Drives a motor vehicle.
Performs other duties as assigned.
Training and Experience: The minimum qualifications and acceptable substitutions described on class specifications represent the typical way to obtain the required knowledge, skills and abilities to perform the essential duties of the job. Any combination of education, licensing, and/or experience which has provided the knowledge, skills and abilities necessary to perform the job satisfactorily may qualify the candidates to be considered for open positions in the class specification.
Construction Inspector I
Equivalent to the completion of the twelfth (12th) grade and one (1) year of experience in engineering or public works construction. Coursework in algebra, geometry, trigonometry, drafting, or surveying is desirable.
Construction Inspector II
Equivalent to the completion of the twelfth (12th) grade and three (3) years of increasingly responsible construction inspection experience of water, recycled water, and wastewater facilities. Coursework in algebra, geometry, trigonometry, drafting, or surveying is desirable.
Other Recruitment Standards: Possession of a Class C driver's license required by the State of California, Department of Motor Vehicles, to perform the duties of the position. Continued maintenance of said driver's license in compliance with established District vehicle operation standards, and the ability to be insured for the operation of a vehicle/District vehicle in accordance with the terms and conditions of the District's insurance program are conditions of continuing employment.
The selection process may consist of an evaluation of the applicant's qualifications, appraisal board interview, written examination, practical exercise and/or internal department interviews, background check, reference check, and a review of prior performance evaluations. Upon completion of the selection process, an offer of employment may be conditionally based upon the successful completion of a pre-employment medical exam and criminal background check.
