Contra Costa County Manager, America’s Job Center of California (AJCC), Concord
Rubicon transforms East Bay communities by equipping people to break the cycle of poverty. The Contra Costa County AJCC Manager works under the supervision of the Director of Workforce Services to provide oversight and management of employment and training services for economically disadvantaged populations through the America’s Job Center of California (AJCC) career center and the Workforce Innovation Opportunity Act (WIOA) employment and training program. The AJCC Manager plays a senior role coordinating WIOA employment services for the Contra Costa County Workforce Collaborative (CCWC), a public-nonprofit partnership among 12 community based organizations and educational entities offering services through AJCC access points across the three County regions (East, Central and West).
Overall site management: Includes ensuring a) customer access b) compliance with Workforce Development Board (WDB), Workforce Innovation Opportunity Act (WIOA), and Rubicon standards and regulations and c) oversight of all administrative and program operations
Staff supervision: Includes mentoring, training and performance management; staffing responsibilities include identifying headcount needs, screening applicants, interviewing candidates and selecting new hires
Liaison to internal and external stakeholders: Includes but not limited to Contra Costa County Workforce Development Board (WDB), Contra Costa County Workforce Collaborative (CCWC), community partners, other Rubicon departments and sites, local agencies, businesses and government entities and other business partners
Program management: Includes achieving program goals and outcomes on annual basis to ensure ongoing contract renewal, and ensuring the timeliness and integrity of all data, documentation and reporting related to site customers and operations
At least five years of progressively responsible work experience involving the provision of employment services to the business community and specialized populations, at least two of these years must include comprehensive supervisory responsibility
Successful experience coordinating Workforce Innovation Opportunity Act (WIOA) funded programs, including WIOA career services (experience in workforce development programs with demonstrated success with programs with multiple outcomes and benchmarks may substitute for this experience) preferred
Excellent management and problem solving skills; demonstrated knowledge of workforce services
Interpersonal flexibility; teamwork, including facilitation skills; solid negotiating ability and excellent oral and written communication skills are critical qualifications for this position
Success in this position requires that the incumbent interact effectively with all internal and external stakeholders including Rubicon program and service divisions; external businesses; private and public economic development entities; and local, regional, state and federal government agencies and organizations
PC, internet and MS Office proficiency; familiarity with CRM software and the CalJobs system highly desirable

REQUIREMENTS: This position requires regular travel throughout the East Bay for staff supervision and to meet with employer partners; if the employee opts to meet these travel requirements by driving, proof of a valid and current driver license, current auto insurance, and an acceptable Motor Vehicle Report are required
