This position is in the Portfolio and Information Management division, Office of the Associate Director, Information Resources (ADIR), National Park Service (NPS), Reston, VA. The purpose of this position is to oversee the Freedom of Information Act (FOIA), Records Management, e-Discovery, and Information Collections programs.

The major duties of the Information Management Program Manager position include, but are not limited to, the following:
- Serve as the supervisory program manager overseeing NPS FOIA, Records Management, e-Discovery, and Information Collection programs.
- Principal expert advisor to NPS senior management in areas of Records Management, FOIA, e-Discovery, and Information Collections.
- Primary liaison to DOI and external organizations (NARA, OMB) for Records Management, FOIA, e-Discovery, and Information Collection matters.
- Plans, coordinates, and executes business functions, resource allocations, and production.

To qualify for the Information Management Program Manager position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement:
At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: (1) Interpreting and applying the Freedom of Information Act, Federal Records Act, the Paperwork Reduction Act and other laws and regulations governing FOIA, Records Management, and Information Collection, (2) Analyzing and evaluating methods for assessment, improvement and development of policies, standards, and procedures for Records Management, FOIA, e-Discovery, and Information Collections, and (3) Preparing analyses, reports, proposals and recommendations for senior management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
There is no substitution of education for experience at the grade level(s) of this announcement.
Fifty percent (50%) of the work is sedentary. The remaining 50% can involve walking, standing, bending, carrying and preparing standard archival boxes for retirement to the Washington National Records Center (WNRC). Oftentimes a single WNRC accession can involve an excess of 100 ft. of records (i.e., accessioning 50 - 100 boxes is not unusual).
Travel to agency organizations all over the country may be required. Therefore, extensive travel expectations, of 25 - 50%, may be necessary and expected. Whenever possible interactions with NPS units will use virtual teleconferencing capabilities but select training, audits, and other operational tasks may need onsite review. Any travel budgets and park requests must have Deputy ADIR or ADIR approval.
Most work is performed in an office environment with everyday risks or discomforts requiring no special safety precautions. To remain responsive to geographically diverse constituency, the incumbent is expected to maintain electronic records as much as possible and appropriate. Travel to specific parks and offices throughout the NPS park system is expected and may involve hands-on review of records and artifacts.
The National Park Service has determined that the duties of this position are suitable only for situational or emergency telework. The selectee is allowed to telework only intermittently and on an as-needed basis, contingent upon supervisor approval.
