The Early Care and Education (ECE) Enrollment Data Administrator supports the development of an Alameda County enrollment and reporting data system. This position works with internal and external partners, stakeholders, vendors and consultants to develop, pilot, implement and administer an effective data system. This position will work to inform the database architecture that supports financial and program monitoring and evaluation and will conduct analysis to inform program and executive decisions.

Manages projects and processes related to First 5 collection of ECE administrative data on individual children, families, early educators, ECE sites, and subsidy programs, including managing relationships and contracts with state and/or federal contractors and partner agencies who design, maintain, input, and analyze data, particularly: child and family enrollment, attendance, and assessment tracking; and ECE sites and subsidy program operations.

Designs, develops, pilots and implements technology solutions to streamline data collection and integrate data from multiple administrative databases.

Stewards a change management process for state and federal contracted ECE programs, Alternative Payment agencies, and locally contracted ECE programs, beginning with identifying current business requirements for tracking and reporting data elements for subsidy programs and documenting existing data architecture within commonly used systems.

Manages communication to First 5 leadership, other internal staff, and external partners, including presentations to key community organizations.

Convenes and supports staffing internal workgroups, external advisory committees, pilot end user groups, leads user testing coordinating with vendors, and implements roll-out and training plans.

Facilitates conversations for the human-centered design process with internal staff, First 5 leadership, and external partners including families and ECE system partners.

Leads technology design efforts utilizing appropriate project management tools and resources.

Maintains data and information resources, conducts quality assurance and analysis of data files, and identifies, troubleshoots, and resolves data quality issues.

Works with external partners including Child Care Resource and Referral agencies, Alameda County Social Services Agency, Alternative Payment Agencies, Title 5 contractors, Early Head Start/Head Start, the ECE Planning Council and other key government and community entities to share data regarding child population demographics and trends, child counts and trends of all ECE subsidies/services, workforce counts, wellbeing, wage and benefits averages and trends, and to refine practices around data collection to inform needs assessments and strategic planning for the ECE system in Alameda County.

Develops, manages, and supports First 5s efforts related to partner child care provider enrollment including policy and procedure development and implementation as well as participation in county-wide efforts related to data sharing and data security.

In partnership with First 5 ECE program and the First 5 data & evaluation team, supports data system development and operations, such as use of data for program design, planning and monitoring, as well as alignment with Centralized Eligibility List system integration.

Supports the successful integration of existing data systems and data collection processes related to design, development, piloting, and implementation of program components such as ECE wages, child enrollment, Quality Counts, and other defined components.

Supports effective data driven planning, evaluation, implementation, design, and refinement using a variety of internal and external data system sources.

Supports the data teams use of statistical methods and statistical software to conduct required analysis to inform monitoring, policy development, evaluation, and research.

Supports the evaluation of the early care and education system, including stakeholder engagement process, design, execution, management of contractors, and refinement of approach.

Develops and implements routine reporting requirements and processes, as well as initiative-based reporting, that supports the broader ECE community in tracking progress and refining strategies to effectively serve families, children, and the ECE workforce.

Keep updated on and identify partnership opportunities with state-level Early Childhood Integrated Data System (ECIDS) and operational data system projects and processes within the California Department of Social Services and California Department of Education.

May direct complex data, financial, or operational activities.

Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Minimum seven years of full-time progressively responsible related experience in a public or private organization in human/health services, education or related sector.

Bachelors Degree from an accredited four-year college or university with major coursework in child development, public or business administration, social work, public policy, urban studies, economics, statistical analysis, finance, computer science, or related field may be substituted for 4 years of experience. A Masters degree may be substituted for an additional year of experience.

The salary range for this position is $90,000 to $126,000 and as an independent government agency, the posted salary is the set salary range for this position. We cannot offer salaries above this posted range.
