Through the PGS Division, Northrop Grumman has a dynamic opportunity in Pricing Estimate Management. In this role, the Pricing Manager, will be responsible for project management, proposal operations, planning data analytics and reporting, and will serve a key role overseeing its dynamic and strategic business portfolios, interfacing with internal key stakeholders and involved in all aspects of cost, schedule and technical performance.
Roles and responsibilities of this leadership position will require leading a team of pricing estimate talent providing support spanning nationwide across all five of the PGS Division business portfolios. The Manager of Pricing will responsible for leading the growth, development, and management of the PGS Division Pricing team and will be accountable to the program leadership, for the performance of the PGS Division Pricing organization. In this role, there will be a close partnership with the leaders of other program Business Management, Contracts Management, Global Supply Chain, and all respective sectors of Northrop Grumman.
In this role, the selected candidate will be responsible for, but not limited to:
Work directly aligned to the PGS Division Director of Contracts and Pricing
Execute high quality, timely and compliant proposals in support of the financial objectives.
Champion a team of management and professionals responsible for pricing and other costing actions spanning nationwide across all five of the PGS Division business portfolios.
Work with program management and capture team leadership to drive solutions to complex pricing scenarios.
Spearhead the development of compliant, quality cost proposals.
Support DCMA/DCAA offices and Government Compliance regarding proposal audits.
Regular communications with the Division leadership on status/issues.
Conduct internal pricing activities to discuss cost, schedule, and technical performance.
Support routine status briefings for internal key stakeholders.
Maintain a robust, proactive risk/opportunity management process.
Support development of new proposal opportunities and pricing activities.
Additionally, the Pricing Manager will act as the primary interface with internal customers and its business partners in facilitating operation administration support such as data reporting, data analytics, while operating across it geographic networks. In addition to managing employee staffing, training and development, this individual is responsible for all of the PGS Division pricing activities in accordance with applicable regulations, policies, and best practices to achieve operational excellence, financial performance and customer satisfaction. This individual will support Sector and Corporate Pricing Councils and provide resources and input to assist with identification and completion of key strategic initiatives. This individual will also be responsible for cultivating internal and external customer relationships, and supporting Government/Industry forums and councils.
The Pricing Manager will also facilitate the data administration of proposal analytics in support of pricing and proposal acquisition fulfillment in accordance with company policies, legal requirements, and customer specifications. Additionally, the Pricing Manager will lead its team in preparing bid quotations; processes specifications, progress, and other reports; and compile and analyze data; and maintain historical information.
The selected candidate must be able to make sound decisions in a timely manner, display strong interpersonal skills, possess solid written and verbal communication skills, and have an agile perspective or compliance protocol mandated by regulated industry.
Bachelor's Degree in Finance, Business or STEM or related discipline and 8 years of stated experience or Master's Degree with 6 years of stated experience.
Proficiency in MS Office Suite, including Microsoft Word, Excel, and Outlook.
Proficiency in SAP, OneSource, and 1ERP.
Demonstrated leadership, critical thinking and, innovative behaviors in past projects, roles, or experiences.
Proficiency in pricing and estimating methodologies, quality and compliance requirements relating to cost volumes and Estimating System requirements including overhead rate application.
Ability to effectively and clearly present proposals and financial impacts to all levels of organization utilizing, numerous software applications and communication systems.
6+ years of experience developing proposals that span multiple rate segments (divisions and/or sectors).
Experience developing proposals with significant supplier (subcontractor and procurement) content.
Working knowledge of Enterprise Pricing Software (i.e. ProPricer).
Experience managing direct reports, and proven ability to lead project teams through to completion.
Experience in proposals of various contract types (e.g. CPIF, CPAF, CPFF, FFP, etc.) and of varying sizes.
Ability to work in a fast-paced environment with proven time management and problem solving skills.
Ability to obtain and maintain a Top Secret/SCI.
Active Secret clearance that has been adjudicated within the last 5 years with the ability to obtain a Top Secret/SCI clearance, Active Top Secret clearance that has been adjudicated within the last 5 years, or Active Top Secret/SCI clearance that has been adjudicated within the last 5 years.
Prior experience operating within a space-based domain.
Prior experience in managing large, complex proposals in response to multiple solicitation types including RFIs, RFPs, and BAAs, etc.
Proven agility in operating on a secure network and secure database geographically.
Prior experience in project management, earned value.
Strong analytical ability with excellent detail orientation.
Proficiency in BOE tools Proposal Universe, and Proposal Development (Material Estimating, Cost Volume Integration, Certification, Cost Development Tools).
Knowledge of FAR/DFARS and associated Federal Contracting Regulations with the ability to apply sound judgment to proposal strategy, contract formation and customer relationships.
