This position is accountable for managing and delivering human resources support for a construction contractor. Hands-on HR position assists in supporting through partnering and driving the implementation of HR processes and initiatives. This position will manage the administration and coordination of employment / recruiting and staffing, onboarding, benefits administration, records administration, performance management & training, affirmative action / EEO, employee relations and payroll for the company. This position supports all aspects of HR processes and initiatives throughout the company.
Manage and maintain HRIS systems including Time and Attendance, HR & Benefits
Manage and maintain all personnel files
Processes new hire information, terminations, salary changes, deductions, and garnishments
Coordinates and tracks pre-screen verifications including background checks, reference checks, and MVR validation.
Coordinates and tracks pre-employment, annual, and random drug testing program.
Answers team member questions related to pay and benefit deductions and resolves any issues
Responds to wage and employment verifications
Sets up and applies for new state withholding accounts and SUI accounts
Responds to unemployment agencies inquiries and attends unemployment hearings
Manage and administers 401k plan including weekly submission of contributions
Conducts new hire and benefit orientations
Insure new team members are enrolled in benefit plans on a timely basis
Reconciles insurance provider invoices and approves for payment. Reports billing errors to providers. Ensure correct benefit deductions from team members. Reports salary changes to providers
Develops and communicates information related to HIPAA and DOL including Medicare Part D notice
Maintains vacation records and vacation requests
Maintain and track leaves of absences including FMLA, STD/LTD and personal
Conducts annual benefit open enrollment meetings with the Director of Internal Operations
Prepares annual HR reports
Reports qualifying events to COBRA administrator
Completes wage surveys
Manages talent assessments
Processes and tracks leave of absence requests
Plans team member building events, luncheons, and other company events
Back-up Facility Security Officer duties
Back up to Accounting for processing weekly hourly and salary payroll using third-party payroll system. Interfaces with payroll provider to ensure timely and accurate delivery of payroll
Back up to Accounting for certified payroll reports as required
Perform other duties as assigned
Education and Experience
A Bachelor’s degree in Human Resources and minimum of 3 years of experience; or
A community college program and 5-6 years of similar experience; or
A high school diploma and 7-10 years of similar experience
Knowledge, Skills, and Abilities
Ability to manage tasks with minimal supervision
Knowledge of Davis Bacon Act regulations
Knowledge of payroll tax laws
Strong attention to detail and desire for accuracy
Strong verbal and written communication skills
Proficient in Microsoft Office (Word, Excel, and Access)
Ability to work independently in environment where interruptions are routine and frequent
Ability to maintain confidentiality at all times
**Knowledge of Paylocity and Foundation Software a plus!
