This position is located in Health Resources and Services Administration, Office of Regional Operations. The duty location for this position is in Rockville, MD.

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As the Executive Officer for the Office of Regional Operations, you serve as the Associate Administrator's principle advisor on a wide range of issues relating to organizational structure, management initiatives, policy and program formation and assessment. In addition, you provide supervision, oversight, and coordination of the work of administrative and support staff regarding ORO-wide processes and procedures.
Your major duties and responsibilities include work such as:
Developing policies and procedures for internal office requirements, and interpreting and implementing the Agency's management policies and procedures.
Serving as the Approving Official on all credit card purchases and managing contracting for ORO procurements, including reviewing procurement actions for a adequacy, appropriateness, procedural requirements and compliance with federal and agency procurement regulations.
Serving as advisor in all matters pertaining to the development, formulation and planning of ORO's budget and all support activities, including assisting regional leadership on budget activities.
Coordinating financial management activities such as obligations, and expenditures for grants, contracts, and cooperative agreements.
Overseeing talent management strategies and allocation of resources including recruitment, staffing, performance management, employee development, succession planning, etc.
Serving as ORO's technical expert providing advance and guidance to senior management on Labor and Employee Relations (LER) issues.

In order to qualify for position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
