The Water and Sewer Maintenance Division is seeking to fill the vacant position of Senior Utility Specialist within their Meter Specialties Crew's. The Meter Specialties crews are responsible for serving the City of Durham's largest consumers of water through the maintenance, testing and repair of their water meters. With water meters ranging in size from 1.5" to 10" a Senior Utility Specialist in this role will be supporting a Senior Water Meter Specialist and a Crew Leader and will need to be a highly motivated self-starter, have a strong sense of mechanical inclination, have a demonstrated record of leadership, and possess the skills and abilities to make educated and informed decisions regarding the operation and maintenance of these meters, all while being able to communicate effectively with their team a. In the absence of the Senior Water Meter Specialist, Senior Utility Specialists will work with a Crew Leader to keep daily operations running.

Qualified candidates must be proficient using computers, mobile devices such as tablets, cell phones and related software for record-keeping, data and asset management and communications. Software programs include Munis, Cityworks, and Microsoft Office. The ability to read, write, perform intermediate math, and understand written and verbal instructions and processes is essential. These roles apply technical judgment working in partnerships with the Senior Water Meter Specialist, Crew Leader, and Utility System Supervisor; requiring a high degree of interpersonal skills and the ability to make mature judgment calls; exercising professional and safe behavior at all times.

This position is subject to week-long stand-by/recall for emergency response

Meter Services also has a vacancy for the position of Senior Utility Specialist within the Automated Meter Reading (AMR) Team.
The AMR Team provides critical support to the AMR Program of the City of Durham and enables the Water Management Department to serve and bill approximately 94,000 home, business, and industrial water connections. A Senior Utility Specialist in this role can expect to be in one of two areas of focus: AMR Driver or AMR Maintenance. An AMR driver is responsible daily for driving established routes to collect meter data in the most efficient manner using specialized hardware and software to capture approximately one half of the months 94,000 meter readings. In the AMR Maintenance role a Senior Utility Specialist is responsible for investigating, diagnosing, and repairing any deficiencies within the AMR infrastructure that prohibit a water meter from being read via the Drive-By Method. In either role the employees will be part of a three-person team consisting of two, Senior Utility Specialists that report directly to a Crew Leader.

Applicants can expect to cross train in the various work-groups listed below
  • Excavation: Maintains pipelines, installing new services, hydrants, valves, manholes and meters.
  • Meter Services: Installs and repairs residential water meters and registers. Diagnose and repair small leaks, replace meter boxes, and setters, test and repair large meters.
  • Distribution Systems: Repairs and maintain valves and fire hydrants
  • Collection Systems: Assists with closed circuit television inspections, flush truck operations and sanitary sewer overflow response
  • Outfall Maintenance: Clears easements and assists with manhole repairs and inspections also respond to sanitary sewer system overflows.
Duties/Responsibilities:
Performs skilled labor in one or more of a variety of public works functions such as: entering confined spaces; determining gas leaks; identifying proper tools; overseeing light chemical applications; painting; performing basic carpentry and plumbing; providing auto shop assistance; laying pipelines, making taps and other special projects.
Provides manual labor for the City's water and wastewater systems in all weather conditions, performs daily inspections of vehicles and equipment, installs traffic control devices and assist work groups, depending on area of assignment as described below. The position is subject to rotating stand by recall and other duties as assigned.

Excavation: Install and maintain pipelines, installing new services , operates chainsaws, trimmers and other small equipment;

Customer Service: Installs and repairs water meters; repair small leaks, replace meter boxes, and setters, test large meters, and pressure checks;

Distribution Systems: Repair and maintain valves and fire hydrants;

Collection Systems: Assists with closed circuit television inspections, flush truck operations and sanitary sewer overflow response;

Outfall Maintenance: Responsibilities include chainsaw, trimming, assists with easement clearing. Assists with manhole repairs and inspections also responds to sanitary sewer system overflows;

Utility Support: Assists with leak detection, valve operations, utility cuts, water system shutdown and assists all other work groups.
Communicates work-related needs and issues to co-workers and supervisors by providing updates regarding the status of open work orders and construction, maintenance, community development, and/or facilities tasks.
Operates light equipment such as string trimmers, mowers, pickup trucks, chainsaws, etc.
Performs general labor functions by carrying materials; performing site inspections; mowing and trimming grass and shrubs; cleaning facilities; and making minor repairs.

Minimum Qualifications & Experience:
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
One or more years of related experience (Trades, labor, equipment operation, etc.)
Valid NC Class C Driver's License required.
OSHA Trenching/Shoring & Competent Person certifications or required w/in 1 yr. of hire
Valid NC Class A Commercial Driver's License required upon hire or candidate must have the ability and willingness to obtain within 6 months of hire; (may require HAZMAT or tanker endorsement depending on crew assignment)
Must be able to work rotating shift/standby/recall schedule as necessary; must be able to work in all types of weather.
Ability to lift 65 lbs.
