Sr Government Affairs Manager (R-19-1842)

As a member of PGE’s Government Affairs team, the State Environmental Policy Manager develops and maintains working relationships with environmental organizations, state government and others with an interest in environmental and energy policy to maintain open lines of communication, engage in collaborative policy development, and ensure PGE's interests are well represented.

Job duties include:

Collaborates with stakeholders to identify issues and interests. In collaboration with internal and external partners, develops policy concepts and advocacy strategies to help advance PGE’s decarbonization, beneficial electrification and other environmental policy interests. Implements strategy. Engages internal and external stakeholders to adapt and change strategy as needed.

Collaboration and Relationship Building

Identifies stakeholders including state agency personnel, other utilities, and non-governmental organizations. Develops and maintains relationships with stakeholders. Educates the business about stakeholder activity and interests.

Regulatory Analysis

Analyzes proposed and actual environmental laws and regulations. Identifies impacted areas of PGE and provides analysis and guidance. Identifies and reviews relevant policies from other states that could inform Oregon policy making.


Partners with PGE lobby and/or regulatory staff to advance environmental policy proposals. Serves as a company spokesperson in appropriate forums.

Testimony and Support

Prepares or contributes to preparation of testimony, letters, reports, requests and filings to help formulate and propose PGE’s environmental policy interests and minimize adverse impacts.


Develops and presents reports and information. Ensures accurate maintenance of departmental systems and procedures. Participates in outage duty. Participates in other Government Affairs work as assigned.

You will bring the following skills to our team:
Requires a bachelor’s degree in political science, environmental science, business or other related field or equivalent experience. Master’s degree in public policy or juris doctorate a plus.

Typically eight or more years in public policy, lobbying, or related field in area(s) of specialty.

Work experience in a legislative environment (e.g., Congress, state legislature).

Advanced knowledge of law-making process

Advanced knowledge of laws in area of specialty or expertise

Advanced knowledge of utility system regulations

Intermediate knowledge of PGE’s policies, procedures and plans

Advanced knowledge of industry best practices

Advanced skills in project management

Advanced skills in facilitation and presentations

Advanced skills in relationship building and collaboration

Advanced skills in advocacy, negotiation and influence without authority

Intermediate skills in strategy setting

Expert conflict management skills
