Supervisory Physical Security Specialist

This supervisory position is located in the Physical Security Division, Office of Security, under the Office of Management Services (OMS). The Physical Security Division is functionally responsible for the physical security of the United States Agency for Global Media's (USAGM) domestic and overseas transmitting station and facilities.


Duties include, but are not limited to the following:
Participates fully with the Director of Security in the overall security budget planning and policy development, recommends projects and allocates internal assignments, conducts resource acquisition and utilization, provides contractor support, identifies new initiatives, and recommends processes to achieve division goals and objectives.
Implements security programs for the continued protection of personnel, property, and sensitive information at USAGM overseas and domestic facilities, Voice of America (VOA) media locations, and associated grantee organizations to include Radio Free Asia (RFA), Middle East Broadcasting Networks (MBN), and Radio Free Europe (RFE). Incumbent may travel abroad to assess post security posture, provide or interpret OSPB policy, and offer security guidance.
Supervises and evaluates the performance and activities of physical security specialists, staff assistants and other support personnel assigned to the Physical Security Division.
Employs disciplinary measures as required and recommends appropriate courses of action.
Formulates policies and procedures appropriate for the division.
Provides guidance and training to staff in relation to assigned duties.

This position has been designated supervisory requiring that the selectee on an initial appointment as a supervisor or manager serve a one-year probationary period.
Applicants must have one year of specialized experience equivalent to the next lower grade level which is directly related to this line of work.

Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience for this position is defined as demonstration of the following: (1) Knowledge of the advanced concepts, principles, practices and techniques of electrical and electronic security equipment; (2) Knowledge of the concepts, principles and methodology of Technical Surveillance Countermeasure (TSCM); (3) Knowledge of DOS 12 FAM and DHS ISC policies, federal security laws, regulations; and (4) Knowledge of security evaluation techniques and practices.
