The Loan Specialist (General) position is located within an USDA Rural Development Area Office in California. The incumbent is responsible for making and servicing loans and grants for small residential dwellings, select multi-family housing (MFH) projects, select loans and grants for rural facilities, utilities, and/or businesses within a multi-county service area. Other duties include:
Reviews and analyzes loan applications and all supporting documents to determine loan or grant eligibility and inputs data into automated database system. Checks for compliance of regulatory requirements, financial position, soundness of collateral, and repayment ability.
Provides a wide variety of servicing actions for assigned portfolio(s) including inspections of construction and repair for single and multi-family units and community facilities. Reviews and assists in analyzing key data, financial records, and compliance of borrower/grantee accounts and record keeping systems.
Performs comprehensive review and in-depth analyses of financial credit data documents germane to the loan application eligibility, feasibility, credit-worthiness and viability within assigned loan portfolio(s).
Prepares written loan/grant recommendation reviews for compliance. Reviews file for completeness, legal accuracy, and adherence to all programs and general loan-making requirements.
Marketing and Outreach:
Assists in development and implementation of an outreach and marketing program for the servicing area.
Performs annual inspections to ensure recipients/borrowers are compliant with all Civil Rights regulations.

For the GS-11 grade level:
Applicants must possess (1) year of specialized experience which is equivalent to at least the GS-09; or its non-federal equivalent that demonstrates: thorough knowledge of loan origination or loan servicing of one or more types of loans; reviews and recommends more complex applications for housing, agricultural, or commercial loans; services a commercial loan/mortgage portfolio of a bank or other loan association; performs financial and credit analysis of housing, commercial concerns, municipal utilities or nonprofit corporations for investment purposes or similar work . OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience.
For the GS-12 grade level:
Applicants must possess (1) year of specialized experience which is equivalent to at least the GS-11; or its non-federal equivalent that demonstrates: comprehensive knowledge and understanding of independent loan origination or loan servicing of several types of complex loans; reviews and recommends for approval complex applications for housing , agricultural, or commercial loans ; services a complex commercial loan/mortgage portfolio of a bank or other loan association; performs financial and credit analysis of complex loans for commercial, housing, municipal and nonprofit applicants for investment purposes or similar work. Note: There is no substitution of education for experience at the GS-12 level.
Undergraduate and Graduate Education:
Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other field related to the position, such as agriculture, agriculture economics, farm livestock and ranch management, or rural sociology.
