  • Position Summary:

Under the general direction of the Board of County Commissioners, the Human Resources (HR) Director performs a wide variety of complex and administrative tasks. The HR Department provides services, support and expertise for County departments in the areas of human resource administration and employee and labor relations. The department works with elected officials, managers, supervisors, County employees, County appointed boards and the public. Work activities include ensuring compliance with state and federal laws, regulations, and County policies regarding management and employment; staffing; human resource development; employee and labor relations; workplace health, safety and security; classification and pay; and payroll and benefits administration.

The HR Director establishes policies and procedures and directs or administers the personnel activities of the County including staffing and strategic planning; recruitment and selection; compensation; employee payroll; health insurance and benefits administration; performance management; training; management of disciplinary actions; employee and labor relations for four collective bargaining contracts; and County risk management and safety.

Ravalli County employs approximately 190 full-time employees, as well as seasonal and temporary staff. The Human Resources Director reports directly to the Board of County Commissioners. Staff includes a .5 FTE payroll specialist and a .3 FTE HR Assistant.

  • Essential Job Duties and Responsibilities:
  • Human Resource Management: Provide leadership and direction for all County departments in human resource management. Interpret and apply Ravalli County Personnel Policies and applicable state and federal laws and advise the Board of Commissioners, elected officials, department heads, supervisors, and employees on all aspects of human resource matters as needed.
  • Personnel Policies: Confers with the Board of Commissioners to coordinate and update the County’s personnel policies on no less than an annual basis. Administer Ravalli County Personnel Policies and ensure compliance with applicable state and federal laws.
  • Onboarding of Employees: Responsible for new hire orientation and required payroll and benefit paperwork.
  • Payroll: Provide oversight and regular review of employee time sheets, compensation and payroll processing.
  • Health Insurance and Benefits: Administer comprehensive employee benefit programs and advise employees on related matters as needed; serve as primary contact with various benefit providers (group health insurance, retirement, etc.); serve as lead in reviewing insurance and benefits policies; and implement changes to benefit plans and informs employees of current and future benefits. Submit annual review of all County insurance programs and proposed plan options at least 45 days prior to end of the plan year. Submit final rate quotes on proposed plan options due to the Board of Commissioners 30 days prior to expiration of current plans.
  • Classification: Develop, manage, and provide guidance on compensation, job classification, and essential job functions for all County positions.
  • Recruitment and Hiring Compliance: Coordinate and oversee employee recruitment and selection in accordance with County policy and applicable state and federal statutes. Develop selection devices and practices (i.e. structured interviews, application supplements or performance tests) and assists elected officials and department heads in the development of screening criteria and interview questions. Manage recruitment and selection efforts including advertising, timely distribution of vacancy announcements, maintaining accurate applicant flow, receiving completed hiring files, draft offers of employment, appropriate file retention, etc.
  • Corrective and Disciplinary Actions: Provide guidance on corrective and disciplinary matters and employee grievances and ensure compliance with Ravalli County Personnel Policies and applicable state and federal statutes. Coordinate with legal staff and MACo as appropriate to ensure compliance with required disciplinary procedures.
  • Complaint Investigation: Lead investigations into employment complaints and disciplinary cases to ensure appropriate and timely completion in accordance with Ravalli County Personnel Policies and applicable state and federal laws. Interview employees and conduct research to ascertain information; interpret collective bargaining agreements, laws and policies; prepare disciplinary letters and other documentation for management; mediate corrective counseling meetings; and resolve problems.
  • Workers’ Compensation: Administer Workers’ Compensation including claims processing and investigation, records management, benefit coordination, and ongoing consultation with employees and/or supervisory staff.
  • Unemployment Claims: Serve as primary contact for unemployment claims.
  • County Drug and Alcohol Testing and Background Checks: Administer and monitor drug and alcohol testing (DOT drug testing) and other specialized selection and monitoring processes as needed to ensure qualified staff in accordance with applicable state and federal regulations.
  • Salary Projections and Data Compilation: Provide information or detailed analysis of personnel costs (pay, benefits, staffing) as requested by the Board of Commissioners or as needed for County departments.
  • Collective Bargaining: Participate and advise the Board of Commissioners, elected officials, and department heads in labor relations and contract negotiations, and administer compliance of collective bargaining agreements to ensure contract compliance.
  • Employment Law Compliance: Ensure compliance and maintain records of compliance with Equal Employment Opportunity (EEO), Americans with Disability Act (ADA), Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Uniformed Services Employment and Reemployment Rights Act (USERRA) and other affirmative action and employment law issues for all County employees.
  • Personnel Files: Maintain control and confidentiality of all personnel files and other employee information in accordance with state and federal laws and records retention standards.
  • Training: Identify needs and organize workshops and training opportunities for County personnel on human resource related issues.
  • Risk Management and Safety: Oversee countywide safety committee and activities to identify and eliminate hazards in the workplace and to implement strategies to enhance workplace safety.
  • Budgeting: Prepare and manage the HR Department budget.
  • Salary Compensation Board: Coordinate the Salary Compensation Board and compile all information necessary for the Compensation Board to evaluate elected official compensation and available funding on an annual basis per statute, or as requested by the Board of Commissioners.
  • Prior to June 1st of each year, schedule annual meeting with the Board of Commissioners to appoint the members of the County Compensation Board (MCA 7-4-2503) and amend Resolution No. 2714 as necessary, and send a letter to the members of the County Compensation Board to determine a meeting date/time convenient to board members.
  • On or before August 1st of each year, conduct all County Compensation Board meetings necessary to adjust and uniformly fix the salaries of elected officials by adding to the annual salary a cost-of-living increment for all county elected officials to include Commissioners, County Attorney, Treasurer, Clerk & Recorder/School Superintendent, Sheriff/Coroner, Clerk of District Court, and Justices of the Peace.
  • Other Duties as Assigned: Perform a variety of other duties as assigned to include, conducting research, representing the County at meetings and conferences, attending continuing education and training, and directing or participating in special projects and events.

  • Education and Experience:

The foregoing knowledge, skills and abilities are typically acquired through a combination of education and experience. The preferred background would be a Bachelor's degree in Human Resources, Public Administration, or other closely related field and five (5) years of professional Human Resources experience. Master's degree and/or Professional or Senior Professional in Human Resources (PHR/SPHR) certification preferred. Experience at a governmental level preferred.
